Hai Duong plans to auction land use rights and assets attached to land at plot No. 167 Bach Dang Street, Hai Duong City (former Hai Duong City Tax Department headquarters) in the second quarter of this year.
On April 15, the Provincial People's Committee decided to approve the auction plan for land use rights and assets attached to land at land plot No. 167 Bach Dang Street (former Hai Duong City Tax Department headquarters), Tran Phu Ward (Hai Duong City).
The Provincial People's Committee assigned the Department of Agriculture and Environment to urgently determine the starting price and submit it to the Provincial People's Committee for decision as the basis for auctioning land use rights and assets attached to land. The Provincial Land Fund Development Center will take the next steps to organize the auction of land use rights in accordance with regulations.
According to the approved auction plan, the land plot at 167 Bach Dang has a total current area of 567.2 m2.2, of which the area for land use rights auction is 546.8 m2The remaining area is within the traffic planning.
Hai Duong will conduct an auction of land use rights with transfer of assets on the land to select investors to implement the project.
The investment target according to the planning has been approved by Hai Duong City People's Committee in Decision No. 3921/QD-UBND dated June 30, 2022 for use in tourism and office business activities.
Investors must invest in the construction of the entire project according to the approved plan and put the project into operation within no more than 24 months from the date of receiving land handover on site.
Basic construction indicators at the land are implemented according to Decision No. 3921/QD-UBND dated June 30, 2022 of Hai Duong City People's Committee.
Specifically, the construction density is 60.65%. The winning bidder will build a 9-storey commercial and service building, 2 basements, with a construction area of 326.4 m2.2with floor area of 3,620.4 m2(including the attic area); 1 1-storey office building with a construction area of 17.6 m2; arranging a system of trees and flower gardens in the north of the land to create a harmonious combination with nature and ensure green space between the works.
The total estimated investment for the case of land lease with one-time payment is over 67 billion VND, of which the land lease fee paid one-time for the entire 50-year period is provisionally calculated according to the land price specified in the land price list is over 23.5 billion VND, the rest is the cost of constructing project items according to the approved detailed planning.
Hai Duong plans to organize an auction to implement the project on the above land in the second quarter of 2025. The official time will be stated on the auction participation form and sent to auction participants.
