The goal was to complete the measurement, issuance, re-issuance, and registration of changes in land use right certificates in the second quarter, but with high determination, by the end of the first quarter, Hai Duong had resolved about 90% of the backlog of records.
"Working during the day is not enough, so work at night"
Implementing the direction of the Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban in Notice No. 200 dated December 19, 2024 and Plan No. 185 dated December 27, 2024 of the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) on "accelerating the progress of surveying, granting, re-granting, and registering changes in land use right certificates and ownership of assets attached to land for individual households in the province", the whole province has reviewed and as of December 15, 2024, there are still 4,618 survey records and 3,209 records requesting the granting, re-granting, and registration of changes in land use right certificates and ownership of assets attached to land that have not been resolved.
The Department of Agriculture and Environment has organized a working session with the Land Registration Office and 12 branches of the Land Registration Office in districts, towns and cities to implement Plan No. 185. The Department has directed the Land Registration Office to disseminate and thoroughly understand the contents of the above plan to each official and employee in the Land Registration Office system. Regularly monitor, inspect and strictly handle according to regulations for officials and employees who violate procedures, professional skills, violate policies and laws, cause harassment or deliberately delay in resolving or returning results to households and individuals according to regulations.
The entire Land Registration Office system has deployed the trial use of the VNPT-ILis Land Information Management System software to replace the VBDLis and ELis software to handle administrative procedures related to land, exchange information electronically with tax authorities, print certificates of land use rights, ownership of assets attached to land, and build and update cadastral databases.
Also in January 2025, the Land Registration Office sent an official dispatch to 12 branches of the District Land Registration Office, requesting them to focus on human resources, work overtime, and work on holidays to speed up the process of handling records; not to let records remain pending or delayed.
In particular, on January 23, 2025, the Department of Agriculture and Environment issued Plan No. 69 on "implementing the Economic Growth Scenario (GPDP) in 2025 of Hai Duong province", in which it continued to assign the task of resolving outstanding applications for issuance, re-issuance of certificates with the target of 80% or more of outstanding applications being resolved in the first quarter and 100% in the second quarter, eliminating the situation of outstanding applications and delays.
“With a series of very specific instructions, the staff, civil servants and workers in the entire Land Registration Office and its branches have made efforts, working during the day and even working at night, including on Saturdays and Sundays, so the results achieved the set goals,” said Mr. Nguyen Van Tieu, Director of the Land Registration Office.
By the end of the first quarter, through 5 rounds, 2,857 dossiers of issuance, re-issuance, and registration of changes in land use right certificates and property ownership rights attached to land had been resolved, reaching 89.03%, meeting the progress target (target of 80% or more) as required. There were 4 branches of the Land Registration Office in Ninh Giang, Thanh Mien, Binh Giang, and Tu Ky districts that had completed the backlog of dossiers of issuance, re-issuance, and registration of changes in certificates.
Regarding the number of survey records, 2,753 records have been resolved, reaching 71.6%; 886 records are being completed, reaching 17.4%; 127 records have been returned; 510 records have not been surveyed. Currently, only 2 branches of the Land Registration Office in Chi Linh and Nam Sach still have outstanding records; the remaining branches have basically completed the survey and are completing the products to return the results to citizens carrying out administrative procedures.
Create the most favorable conditions for people
Land procedures are a very complicated field, involving many agencies, units and even many households. In the implementation of land surveying, issuance, re-issuance and registration of changes in land use right certificates, the Land Registration Office and branches of the Land Registration Office in districts, towns and cities face many difficulties such as the administrative procedure settlement process involving many agencies such as tax, finance, and commune-level People's Committees, leading to a lot of time-consuming; the surveying officer is a commune cadastral officer who holds many jobs concurrently; previously, people were granted land use right certificates according to the plot map (not the cadastral map as it is now), so most of the areas were incorrect...
“However, the unit is determined to create the most favorable conditions for the people. Therefore, each obstacle has been resolved so that the unit can complete this work very soon,” said Mr. Pham Ngoc Hoang, Director of Tu Ky Land Registration Office Branch - one of the four branches that have resolved the backlog of records.
As of December 2024, Tu Ky district has a backlog of 482 survey records, 156 records of issuance, re-issuance, and registration of changes in land use right certificates. The locality has set a higher target than the province, which is to completely resolve the backlog of records by March 31, 2025.
To solve the above difficulties, Tu Ky Land Registration Office Branch has coordinated with 2 consulting enterprises to conduct measurements, doubling the number of people and measuring teams to 8 people and 4 measuring teams. 19 employees and contract employees of the branch work regardless of holidays, working overtime in the evenings...
Thanks to that, by February 15, Tu Ky Land Registration Office Branch had completed processing all applications for issuance, re-issuance, and registration of changes in land use right certificates.
Mr. Nguyen Duy Thuong in La Tinh Nam area (Tu Ky town) went to Tu Ky Land Registration Office Branch to do the procedure to reissue the "red book" and said: "I want to reissue the red book for a piece of land larger than 200 m2.2of the family, dividing the land for the son. The red book of my house was previously issued according to the land division map and had the wrong middle name. Now I have to do it again, the ladies at the branch explained the procedure very clearly, I find it very convenient.
Director of the Land Registration Office Nguyen Van Tieu added that the unit continuously sent documents urging tax authorities, district-level People's Committees and branches to promptly resolve each case of people's records. At the same time, they hired surveying consulting enterprises, provided measuring equipment for branches, and mobilized all forces to concentrate highly, so they achieved the required results. In addition to the number of backlog records that will be resolved completely, the number of newly arising records is currently very high, the entire system of the Land Registration Office and branches is also "stretching" to resolve them with the spirit of "creating the most favorable conditions for people".
