On the afternoon of August 10, the National Assembly Delegation of Hai Duong province supervised at the Department of Home Affairs the implementation of policies and laws on beliefs and religions in the 2020-2022 period.
According to the report of the Department of Home Affairs, by the end of 2022, the province had confirmed 1,139 out of 1,164 legal religious establishments, accounting for 97.8%. By the end of March 2023, the whole province had 906 out of 1,139 religious establishments granted certificates of land use rights, house ownership rights and other assets attached to land, reaching 79.5%. This result is slower than the plan set for completion in 2019. Districts with high rates of granting land use right certificates are Gia Loc, Nam Sach, Kim Thanh. Binh Giang district and Kinh Mon town have low rates of granting land use right certificates.
The leader of the Department of Natural Resources and Environment said the reason for the slow progress in granting land use certificates to religious establishments in Hai Duong is mainly due to the lack of agreement on boundaries.
The reason is that religious establishments have not yet agreed on land use boundaries and landmarks; the surveying and certification consulting unit in Binh Giang district has not continued to implement and resolve the backlog; some cases have not been clearly defined in the Land Law and legal regulations, so there is not enough basis to resolve...
Speaking at the end of the supervision session, comrade Nguyen Thi Viet Nga, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, received comments and said that the granting of land use right certificates, land policies and laws related to beliefs and religions are important contents that will be discussed by the National Assembly when amending and supplementing the 2013 Land Law.
