The 42nd session of the National Assembly Standing Committee will focus on reviewing and commenting on draft laws and resolutions to be issued immediately to serve the restructuring and streamlining of the apparatus, and submit them to the National Assembly at the 9th Extraordinary Session.
On the morning of February 5, at the National Assembly House, the National Assembly Standing Committee held its 42nd session.
Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man stated that in the context of restructuring the apparatus, many agencies of the Government and the National Assembly have worked hard day and night, including Saturdays, Sundays and Tet holidays, with a high sense of responsibility to prepare documents for the 42nd Session.
On behalf of the National Assembly Standing Committee, the National Assembly Chairman acknowledged and appreciated the spirit of dedicated work for the common task of the agencies.
The National Assembly Chairman said the main content of the meeting focused on reviewing and commenting on draft laws and resolutions to be issued immediately to serve the restructuring and streamlining of the apparatus, and to be submitted to the National Assembly at the 9th Extraordinary Session (scheduled to take place from February 12-18).
At the same time, the National Assembly Standing Committee will consider and decide on a number of issues in the 2025 work program.
Specifically, the National Assembly Standing Committee gave opinions on draft laws, draft resolutions to reorganize the state apparatus and a number of other contents to be submitted to the National Assembly at the 9th Extraordinary Session, including: the draft Law on Government Organization (amended); two draft resolutions of the National Assembly on the organizational structure of the Government and the number of Government members for the 15th National Assembly term; the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and 3 draft resolutions including: Resolution of the National Assembly on the organizational structure of specialized agencies of the National Assembly, Resolution of the National Assembly on a number of members of the Standing Committee of the 15th National Assembly (amended), Resolution of the Standing Committee of the National Assembly on the tasks, powers and organizational structure of specialized agencies of the National Assembly; draft Law on Organization of Local Government (amended).
“In particular, this time we are determined to pass the Law on Promulgation of Legal Documents (amended); the draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus,” the National Assembly Chairman emphasized.
In addition, the National Assembly Standing Committee gave opinions on personnel work to be submitted to the National Assembly at this session.
At the 42nd Session, the National Assembly Standing Committee will continue to give opinions on the explanation, acceptance and revision of two draft laws that the National Assembly gave opinions on at the 8th Session, namely the draft Law on Teachers and the draft Law on Chemicals (amended); and give opinions on the draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site.
The National Assembly Standing Committee also considered and approved a number of resolutions to implement the Law on Organization of People's Courts in 2024; Resolution on principles, criteria, and norms for allocating public investment capital and state budget sources for the 2026-2030 period and Resolution approving the proposal of the Chief Justice of the Supreme People's Procuracy on the organization of the Supreme People's Procuracy.
The National Assembly Standing Committee will review the National Assembly's report on public petition work in January 2025.
According to the National Assembly Chairman, the National Assembly Standing Committee is scheduled to meet again on the afternoon of February 10 to give opinions on the investment policy for the Lao Cai - Hanoi - Hai Phong railway project and possibly Lao Cai - Hanoi - Lang Son if prepared in time.
In addition, there are a number of other urgent contents to be submitted to the National Assembly at the 9th Extraordinary Session if the agencies have time to complete the documents and organize the examination, specifically: The project to supplement socio-economic development in 2025 with the target of reaching 8% or more; The plan to invest in additional charter capital for the period 2024-2026 of the parent company - Vietnam Expressway Corporation.
The National Assembly Chairman also discussed further a number of issues raised by the Government at the key leadership meeting on the afternoon of February 4 so that relevant agencies could study them in advance and prepare for coordination in implementation according to their authority.
That is, specific policies to quickly implement the Ninh Thuan Nuclear Power Project; remove difficulties for some current BOT stations; the issue of track gauge of the Lao Cai - Hanoi - Hai Phong railway line.
The National Assembly Chairman requested the Economic Committee to coordinate with ministries, branches, the Ethnic Council, and the committees to pay attention to this issue. When there is a conclusion from the competent authority and a submission from the Government ensuring sufficient conditions and requirements, it will be approved.
To best prepare for the upcoming session, the National Assembly Chairman requested members of the National Assembly Standing Committee as well as relevant ministries and branches to focus on thorough research and contribute in-depth opinions on major issues and content of concerns in each draft law and draft resolution, and not to be distracted by rearranging the organization of the staff.
On February 4, the National Assembly Chairman worked with the agencies subject to merger and emphasized that the spirit is to comply with the resolution; encourage the members to be mentally secure; pay attention to resolving difficulties and problems; assign staff to start work immediately after the arrangement; and pay attention to resolving policies for the staff after the arrangement.
Noting that there is not much time left from now until the opening day of the 9th Extraordinary Session, the National Assembly Chairman requested that National Assembly agencies closely coordinate with Government agencies, focus highly, and seriously implement the policy decided by the Central Party Committee Conference in January 2025 and Conclusion 119 dated January 20, 2025 of the Politburo on the direction of innovation and improvement of the law-making process.
At the same time, promptly revise and complete the submission, reports, and draft laws and draft resolutions immediately after receiving comments from the National Assembly Standing Committee; send files and documents to ensure timely delivery to National Assembly deputies.
Government agencies focus on coordination and take responsibility for draft resolutions to ensure progress and quality.
