Deputy Prime Minister Le Thanh Long attended and chaired the conference with Minister of Justice Nguyen Hai Ninh and leaders of the Ministry of Justice.

Many important results

According to the Ministry of Justice, in 2024, judicial work achieved many important results.

Specifically, the work of law-making is increasingly proactive, active, removing difficulties and obstacles, and unlocking resources for development. In 2024, the Ministry of Justice and other ministries and branches advised the Government to submit 28 laws and 5 normative resolutions to the National Assembly for approval. The Ministry of Justice alone chaired, drafted, and submitted 3 laws and 1 resolution to the Government for approval by the National Assembly.

In addition, the entire sector has advised on the development, submission for promulgation or promulgation under its authority of more than 832 legal documents; local judicial agencies have coordinated to advise on the promulgation of 4,832 provincial-level legal documents, 2,144 district-level legal documents and 2,629 commune-level legal documents.

In 2024, the Ministry appraised 209 proposals for the development of projects and draft legal documents; the Legal Department of ministries and ministerial-level agencies appraised 692 documents; localities appraised 365 proposals for the development of legal documents and 8,058 draft legal documents.

In 2024, the Ministry of Justice and other ministries and branches received, classified and inspected 6,099 legal documents. The Ministry of Justice alone received, classified and inspected 3,040 documents. Localities inspected 5,195 legal documents under their authority.

The work of organizing law enforcement and monitoring the situation of law enforcement is implemented with focus, closely following key, inter-sectoral fields, closely linked with the work of law-making in accordance with the direction of the Government and Prime Minister.

The civil judgment enforcement work achieved the highest results ever, with over 621,000 cases completed, collecting over 117 trillion VND (an increase of over 45,000 cases and an increase of over 27 trillion VND compared to 2023). Of which, 6,252 cases were completed, collecting over 30 trillion VND for credit institutions; 9,211 cases were completed, collecting over 22 trillion VND for amounts misappropriated in criminal cases on economics and corruption (especially the Tan Hoang Minh case with a total of 6,630 victims; the civil judgment enforcement agency has paid 6,492 victims with an amount of over 8,600 billion VND)...

Close coordination, timely development of legal documents

In 2025, implementing the request of General Secretary To Lam on transforming the thinking of law-making, the Ministry of Justice will develop and submit to the Politburo for promulgation a Directive on "Innovation in law-making and enforcement to meet the requirements of national development in the new era".

The Ministry will advise and assist the Government in submitting to the National Assembly the draft Law on Promulgation of Legal Documents (amended) (expected to be passed at the 9th Session of the 15th National Assembly); take the lead in advising on the development of a number of other draft laws such as: Law on Civil Judgment Enforcement (amended); Law on Judicial Assistance in Civil Matters; Law on Judicial Expertise (amended).

In particular, participating in the "revolution" of streamlining the apparatus, the Ministry of Justice will closely and promptly coordinate to develop legal documents to serve the organization and apparatus arrangement, promote decentralization and delegation of power, and create a legal corridor for the political system to operate effectively and efficiently in the spirit of "refined, compact, strong".

At the same time, the Ministry of Justice will promote administrative reform and digital transformation in the fields of the ministry and branches; strive to achieve and exceed the targets and tasks of civil judgment enforcement assigned by the National Assembly and the Government; focus on resolving key, complicated and prolonged cases, and promote asset recovery in corruption and economic cases, etc.

Appreciating and appreciating the results achieved by the Ministry of Justice and the judicial sector in 2024 as well as the key tasks and solutions in 2025, Chairman of the Law Committee Hoang Thanh Tung said that in the past time, under the direction of the National Assembly Standing Committee and the Government, the Law Committee and the Ministry of Justice have always had close and timely coordination.

One of the hallmarks of close coordination is that at the recent 8th Session, with the spirit of innovative thinking on law-making, the two sides promptly advised the Government and the National Assembly Standing Committee on the largest number of draft laws since the beginning of the term; at the 8th Session, the National Assembly passed 18 laws, 4 Resolutions on legal norms and gave opinions on 10 other draft laws.

Emphasizing that 2025 is of utmost importance, Chairman of the Law Committee Hoang Thanh Tung suggested that the two sides continue to closely coordinate in their activities. In particular, to implement the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee on a number of issues on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently, the National Assembly agencies are reviewing the Law on the Organization of the National Assembly and related documents; requesting the Ministry of Justice to coordinate to ensure the highest quality draft law, to be submitted to the National Assembly at the extraordinary session in February 2025.

The reorganization and streamlining of the apparatus will affect about 150 laws with regulations related to the functions and tasks of the ministries. The Chairman of the Law Committee suggested that the two sides continue to coordinate to review, research, and propose appropriate solutions.

Recalling the large number of draft laws passed at the 8th Session, Chairman of the Law Committee Hoang Thanh Tung requested the two agencies to urgently advise the Government and the National Assembly Standing Committee to soon organize a conference to deploy the laws passed at the 8th Session; focus on advising the Government and the National Assembly Standing Committee to deploy the 2025 law and ordinance building program...
