The National Assembly held an extraordinary meeting to decide on 7 contents regarding the apparatus arrangement.

Reporting on the preparations for the 9th Extraordinary Session on the morning of January 7, Secretary General of the National Assembly Le Quang Tung said the Government proposed to submit to the National Assembly 7 contents for implementing the organizational arrangement.

These are the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly; the Law on Organization of the Government (amended); the Law on Organization of Local Government (amended); Resolutions of the National Assembly on the establishment of a number of ministries of the Government for the 2021-2026 term; Resolution on the structure of the number of Government members for the 16th National Assembly term; Resolution on resolving issues arising in legal provisions related to the arrangement of organizational apparatus and personnel work under its authority.

In addition, the National Assembly also considered the report on the pre-feasibility study of the Lao Cai - Hanoi - Hai Phong railway investment project; the draft Law on State Capital Management and Investment in Enterprises and the draft Law on Promulgation of Legal Documents (amended).

The National Assembly will meet for about 4.5 days, with the last day of the session being spent voting and passing draft laws and resolutions and considering and deciding on personnel matters. The session will open after the Party Central Committee Conference and close at the end of February 2025. In the middle of the session, the National Assembly will take a break to allow agencies time to absorb, revise, and finalize the draft before submitting it to the National Assembly for approval.

Chairman of the Law Committee Hoang Thanh Tung said that the arrangement and organization of the National Assembly apparatus requires amending the resolution adjusting the structure and number of members of the National Assembly Standing Committee; the resolution establishing the Nationalities Council and new National Assembly Committees after the arrangement.

Arrangement of ministries and branches that need to amend the Law on Government Organization (amended); the Law on Local Government Organization (amended) and the Law on Promulgation of Legal Documents (amended). The National Assembly also considered and approved a resolution to adjust the Government's organizational structure, adjust functions and tasks, transfer and merge ministries.

Government agencies are also discussing a number of other laws that need to be amended when the following agencies are about to come into operation, such as the Law on Inspection, the laws on tax and banking. "The ministries are discussing and have not reached a consensus. There is an opinion that it can be amended immediately by a resolution of the National Assembly to provide a handling principle," Mr. Tung suggested.

Minister of Justice Nguyen Hai Ninh said the Prime Minister has asked ministries and sectors to focus on completing legal documents and resolutions, and closely coordinate with agencies to soon submit them to the National Assembly for study at the 9th Session. This will serve the work of organizing the apparatus and help remove obstacles for socio-economic development.

National Assembly Chairman Tran Thanh Man noted that the contents under consideration are very important to serve the streamlining of the apparatus. Agencies "must work day and night, including Saturdays and Sundays". The National Assembly Chairman suggested that the Government submit the documents early, and the National Assembly Standing Committee give its opinions to send to delegates immediately. National Assembly agencies coordinate and supervise to urge early and remote verification.
