Hai Duong province has drawn many valuable lessons from streamlining the organization and apparatus according to Resolution No. 18.

The whole society is very interested in the innovation and streamlining of the political system. This "revolution" is being implemented urgently and resolutely with creative methods: the Central Government sets an example, the localities respond; the Central Government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level; "running and lining up at the same time".

How to do it quickly but still ensure quality and efficiency? Looking for some lessons learned will provide useful reference information.

I have just read a 2022 report of the province summarizing 5 years of implementing Resolution No. 18 on a number of issues regarding continued innovation, reorganization of the political system to be streamlined, effective and efficient. Like many other reports, after stating the results and limitations after 5 years of implementing Resolution No. 18, the report clearly indicates the direction and tasks for the coming time and draws 6 lessons learned.

The first lesson mentioned is: ''Party committees at all levels need to have close and synchronous leadership and direction with high determination, great efforts and drastic actions. In particular, it is necessary to promote the role and responsibility of the leader. On the basis of the resolutions, plans and conclusions of the Central Committee, party committees at all levels need to proactively concretize them into specific programs and tasks and organize their implementation''.

It can be seen that this lesson is also the guiding ideology that has been emphasized many times by the Party Central Committee and General Secretary To Lam in the recent past. Certainly, the streamlining of the apparatus will encounter some difficulties, even obstacles because it is related to the thoughts of cadres, party members, and the interests of some organizations and individuals, but the head of the Party has affirmed that "if you want a healthy body, you have to accept taking bitter medicine, even having to remove the tumor". Reorganizing the apparatus is a very urgent task, it cannot be delayed any longer, if it is delayed, it will miss the opportunity for Vietnam to rise up and enter a new era - an era of development, wealth, prosperity and happiness.

Therefore, we must be diligent, highly determined, make great efforts, act resolutely, break through all difficulties and obstacles, seize opportunities to organize the apparatus of the political system to be truly streamlined - strong - effective - efficient - effective - efficient, with enough intelligence, capacity and aspiration to bring the country to a successful breakthrough.

To do that, the role of leaders of party committees, governments, organizations, agencies, and units is extremely important, like "locomotives". Leaders must be pioneers, decisive in directing and organizing implementation. Not only that, there are cases where they must be brave, accept sacrificing personal interests, accept demotion, transfer, early retirement... so that the merger and streamlining of the apparatus can be smooth and successful.

In addition to the above lessons, the province's report also mentioned lessons learned in the organization and implementation. That is, the implementation process must be public, democratic, transparent, and experience must be learned while doing. Obviously, the progress of the organizational arrangement this time is very urgent. Therefore, we must learn while doing to keep up with the progress and promptly adjust, adapt, and perfect the organization to suit reality, ensuring the set goals. The streamlining of the apparatus will be related to the thoughts, aspirations, and interests of a part of cadres, civil servants, and public employees. The implementation stages must be public, democratic, and transparent to create high consensus, promote collective strength to carry out common tasks together.

Another lesson is to ''develop specific guidelines on the process of reorganizing the apparatus, assigning cadres and implementing policies with cadres''. Many issues are being raised today such as the specific process of arranging each sector, agency and unit? The principles for selecting cadres, civil servants and public employees to stay in the system? Who must be streamlined? What is the basis for selecting the head when merging 2 departments and 2 divisions? How to resolve the number of deputy department heads and deputy division heads? What to do so that after the arrangement, the apparatus operates effectively and without deviation? What is the regime for redundant cadres, civil servants and public employees?...

The above issues need to be promptly answered and given specific and clear instructions by the authorities so that implementation can be smooth and avoid difficulties and problems arising.

The lessons learned from two years ago are still relevant today.
