Coordinate the building of the People's Public Security force to meet tasks in the new situation

In his opening speech, Senior Lieutenant General Luong Tam Quang, Deputy Minister of Public Security, said that on December 6, 2022, the Secretariat signed Decision No. 90 promulgating the Coordination Regulations between the Central Public Security Party Committee and the provincial and municipal Party Committees directly under the Central Government on leading Party work, political work, and mass work in the provincial and municipal Public Security, in order to create a mechanism to ensure dual leadership between the Central Public Security Party Committee and the provincial and municipal Party Committees in leading the work of Party building and building the People's Public Security force in a smooth and unified manner, overcoming shortcomings and limitations, and strengthening the leadership role of Party committees at all levels over the People's Public Security force.

More than a year ago, on March 16, 2022, the Politburo issued Resolution No. 12 on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation. This is a very important thematic Resolution demonstrating the Party's special attention to the People's Public Security force. The Resolution sets out specific goals, requirements, comprehensive solutions, and assigns tasks to each central and local department, ministry, and branch; in which, the Central Public Security Party Committee is assigned to preside over, advise, coordinate, guide, monitor, and report to the Politburo on implementation results.

Close coordination between the Central Public Security Party Committee and provincial and municipal Party Committees

Speaking at the conference, Standing member of the Secretariat and Head of the Central Organization Committee Truong Thi Mai highly appreciated the coordination between the Central Public Security Party Committee and provincial and municipal Party Committees in recent times, which has achieved many positive results, creating conditions to strengthen the implementation of assigned political tasks, functions and tasks. Practice shows that in implementing policies, plans and orientations to ensure political security, social order and safety, and personnel work, there needs to be close and synchronous exchange and coordination between the Central Public Security Party Committee and provincial and municipal Party Committees.

"Up to now, nearly 60,000 regular police officers have been assigned to the Commune, Ward and Town Police. Party committees and localities have committed to allocating about 30,000 billion VND by 2030 to continue supporting this force to facilitate the implementation of work. However, the workplace of the Commune, Ward and Town Police is still an issue that needs further attention. It is recommended that provincial and municipal Party committees coordinate with the Central Public Security Party Committee on this issue," the Standing Secretariat emphasized.

Standing member of the Secretariat Truong Thi Mai said that in recent years, many complicated incidents in some localities have shown that when there is good coordination, the situation can be promptly grasped and effectively handled. The Standing Member of the Secretariat acknowledged and highly appreciated the Central Public Security Party Committee's support for some northern border provinces to build houses, helping people stabilize their lives; affirming that these activities not only help the people, but also build a movement to protect national security, contributing to ensuring political security and social order and safety.

To continue to effectively implement Resolution No. 12 of the Politburo and Decision No. 90 of the Secretariat, comrade Truong Thi Mai suggested continuing to thoroughly grasp and fully understand the building of a clean, strong, disciplined, elite, and modern People's Public Security force.

"This is considered the responsibility not only of the Central Party Committee of the Public Security, of the Public Security sector, but also of Party committees, Party organizations, authorities, each agency and unit, and with the contribution of all classes of people. That is the basis for us to ensure the tasks of socio-economic development, foreign affairs, and improving people's lives," the Standing Secretariat emphasized.

Standing member of the Secretariat Truong Thi Mai also requested provincial and municipal Party Committees, Party executive committees, and Party delegations to strengthen leadership, direction, and coordination in strictly implementing Resolution No. 12 and Decision No. 90; urgently study and perfect institutions and policies, pay attention to coordination, and allocate sufficient resources to ensure the implementation of the goals by 2025 and 2030 of Resolution No. 12.

The Central Public Security Party Committee, Provincial and Municipal Public Security Party Committees continue to actively promote their advisory role to the Central Executive Committee, the Politburo, the Secretariat, and local Party committees on policies, guidelines, and strategies to protect national security, ensure social order and safety, and build the People's Public Security force; enhance the leadership capacity and fighting strength of Party committees and organizations at all levels in the People's Public Security to be clean and strong in all aspects; maintain the core role of the Public Security force, closely coordinate with local agencies and organizations; strengthen the trust, support, and consensus of all classes of people...

Continue to concretize Decision No. 90 and Resolution No. 12

Concluding and closing the Conference, Minister To Lam emphasized 3 new points in Decision No. 90; in which, provincial and municipal Party Committees are responsible for leading and directing the issuance of resolutions of provincial and municipal Party Committees on building provincial and municipal Public Security Forces to meet the requirements and tasks in the new situation. The Minister suggested that provincial and municipal Party Committees directly under the Central Government pay attention to coordination, continue to focus on studying and concretizing the tasks and solutions set forth in Resolution 12 of the Politburo, and not "leave everything to the Public Security force". At the same time, thoroughly grasp and seriously implement; clearly define the scope, principles, content, coordination methods, responsibilities and tasks stipulated in the Regulations on coordination in leading Party work, political work, and mass work in the People's Public Security.

Minister To Lam requested that the Central Public Security Party Committee and the Provincial and Municipal Party Committees regularly pay attention to implementing well the policies, solutions and measures to build the People's Public Security force, invest in equipment, means, apply science and technology to work; pay close attention to the Commune Public Security force; implement the structure of the Party Secretary of the Commune, Ward and Town Public Security participating in the Standing Committee of the Commune, Ward and Town Party Committee. Units pay attention to, support the budget, invest in building and repairing headquarters or workplaces, living places and equipment, means, and other conditions to ensure the activities of the Commune Public Security force.

The Party Committees of the Public Security of provinces and cities actively advise the Provincial and Municipal Party Committees to implement documents of the Central Committee and the Central Public Security Party Committee in the fields of protecting national security, maintaining social order and safety, and building the Public Security forces of provinces and cities; at the same time, continue to concretize and promote the implementation of Resolution No. 12 of the Politburo, Plan No. 118 of the Central Public Security Party Committee, and complete the progress and effectiveness of assigned projects...
