Full text of the General Secretary's speech to the Central Public Security Party Committee conference

On July 4, the Central Public Security Party Committee conference for the first 6 months of 2024 was held in Hanoi, giving opinions on contents within its authority.

General Secretary Nguyen Phu Trong, member of the Standing Committee of the Central Public Security Party Committee, sent the content of his speech, suggesting some important opinions for the conference to refer to during the discussion.

We respectfully introduce the full text of the speech of General Secretary Nguyen Phu Trong sent to the conference reviewing the first 6 months of 2024 of the Central Public Security Party Committee:

"Through working with comrade Luong Tam Quang, the new Minister and Secretary of the Central Public Security Party Committee, I am pleased to know that on July 4, 2024, we will hold a conference of the Central Public Security Party Committee to review the first 6 months of the year and discuss the direction and tasks for the last 6 months of 2024. Due to circumstances, I cannot attend in person; after carefully studying the conference documents, I would like to have some suggestive opinions for you to refer to during the discussion, contributing to making our conference a great success.

Our conference was held not long after the closing of the 9th Central Conference of the 13th tenure and the 7th Session of the 15th National Assembly, with many important contents related to major policies of the Party and State.

According to the Working Program, this conference will discuss and give opinions on many important contents, including: (1) Giving opinions on the draft report on the Party work of the Central Public Security Party Committee in the first 6 months of 2024; directions and tasks for the last 6 months of 2024. (2) Giving opinions on the draft report assessing the situation and results of public security work in the first 6 months of 2024; key tasks and solutions for the last 6 months of 2024 of the Ministry of Public Security. (3) Giving opinions on amending and supplementing Decree No. 01/2018/ND-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security; and a number of other important tasks.

We are especially happy and excited to have comrades attending today's conference who have been assigned new positions by the Party and State, namely President To Lam (former Minister, Secretary of the Central Public Security Party Committee); Senior Lieutenant General Luong Tam Quang, new Minister, Secretary of the Central Public Security Party Committee; and Nguyen Duy Ngoc, Chief of the Central Party Office (former Deputy Minister of Public Security). This shows that our people's public security force has been given many important responsibilities by the Central Government, and the feats, achievements and contributions of these comrades have always been recognized and highly appreciated by the Party, the State and the people.

First of all, on behalf of the Party and State leaders and with my personal feelings, I would like to congratulate President To Lam, Secretary of the Central Public Security Party Committee, Minister of Public Security Luong Tam Quang, and Chief of the Central Party Office Nguyen Duy Ngoc, who are honored to be entrusted with such a great responsibility by the Party and State. I would like to warmly welcome and send to the Party and State leaders, distinguished delegates, comrades in the Central Public Security Party Committee and all comrades attending the conference my warmest greetings, sincere greetings and best wishes. I wish our Conference a great success.

On evaluating the work results of the Central Public Security Party Committee in the first 6 months of 2024.

Looking back at the first 6 months of 2024, it can be seen that under the absolute and direct leadership in all aspects of the Party Central Committee, the supervision of the State, the management, direction and administration of the Government and the Prime Minister, the solidarity and close coordination of the Central Committees, ministries, branches, local Party committees and authorities, the consensus, support and assistance of the people, the Central Public Security Party Committee has promoted the tradition of solidarity, unity, proactiveness, courage, responsibility, creativity, closely following the political tasks and practical situation, leading and directing the people's public security force to strive to rise up, successfully completing all aspects of work, including many tasks completed excellently, exceeding the set schedule. I would like to review some outstanding results as follows:

Firstly, you have proactively grasped the situation and effectively promoted your role as a strategic advisory body of the Central Executive Committee, the Politburo, and the Secretariat in ensuring political security, social order and safety, contributing to the country's comprehensive and deep socio-economic development and international integration.

We are focusing on socio-economic development, maintaining growth momentum, promoting social security, accumulating "position and strength" to strive to successfully implement the Resolution of the 13th National Party Congress and towards the goal of 100 years of the Party's founding, 100 years of the country's founding; in conditions with many difficulties and challenges; socio-economic and political security are still potentially complicated; hostile and reactionary forces, and political opportunists are increasing their activities to sabotage the Party and State, dividing the great national unity bloc...

In that context, in the first 6 months of 2024, the Central Party Committee of the Public Security directed the Ministry of Public Security to proactively collect, analyze, and assess the situation, with over 1,200 reports sent to the Central Party Committee, the National Assembly, and the Government to advise on policies and solutions on security and order protection; provide information and arguments for socio-economic development and implementation of foreign policies, which were highly appreciated by the Central Party Committee, the Politburo, and the Secretariat.

Recently, after Russian President Putin's visit to Vietnam, international media and politicians from many countries, public opinion among cadres, party members and the masses highly appreciated Vietnam's "bamboo diplomacy" school; it was determined that this was an important factor leading to the landmark foreign achievements, unprecedented in history. Within just 9 months, Vietnam welcomed the highest leaders of the three superpowers: the US, China and Russia, and at the same time upgraded relations with many countries to "Comprehensive Strategic Partnership"; this result was achieved thanks to the correct leadership of the Party, the participation of the entire political system and the consensus and support of the people, including the important contribution of the people's public security force.

In addition, in the first 6 months of the year, comrades have also completed and reported to the Politburo and the Secretariat for approval of many major work projects such as international integration and public security diplomacy until 2030 and the following years; strengthening national security in cooperation with important partners; modernizing the facilities of the public security force until 2030; building a mechanism for handling evidence and assets temporarily seized, seized, and frozen during the investigation, prosecution, and trial of cases and incidents...

Second, the Ministry of Public Security always has a firm grasp of the "internal-external" and "partner-object" situations; the Central Party Committee of the Public Security has focused on leading and directing the good implementation of the task of maintaining national security and protecting the Fatherland early and from afar, avoiding being passive or strategically surprised.

The comrades were very responsible, active, and proactive in implementing the Resolution of the 8th Central Committee, Session XIII, on the strategy to protect the Fatherland in the new situation according to the functions of the People's Public Security Force; synchronously and comprehensively deploying measures for public security work; contributing to firmly protecting the Party's ideological foundation; preventing the open formation of opposition political organizations in the country; absolutely protecting the security and safety of activities commemorating the 94th anniversary of the founding of the Communist Party of Vietnam; the 70th anniversary of the Dien Bien Phu Victory; meetings of the Party Central Committee, the National Assembly; activities of Party and State leaders, international delegations, international conferences held in Vietnam, important political, cultural, social, and foreign affairs events, and key national goals and projects. Many complicated issues related to religion and ethnicity were promptly and thoroughly handled, creating high consensus in society; At the same time, proactively and actively resolve many complex potential problems early, from afar, and from beyond the territorial borders.

Third, you have been resolute in leading and directing the fight against crime; building an orderly, disciplined, safe, healthy society; and promoting administrative procedure reform to serve the people.

Crime prevention and control work has achieved and exceeded many targets set by the National Assembly, striving to reduce crime sustainably; traffic order and safety, fire and explosion prevention and control have many positive changes, creating a secure, safe and healthy environment, which has received high consensus and support from the people. State management of security and order continues to be innovated in the direction of taking people as the main subject of service; strengthening administrative reform, reducing bureaucracy, harassment and inconvenience for people and businesses.

According to the comrades' report, the implementation of national population data applications continues to achieve many very positive results, many useful applications have been deployed such as electronic health books, criminal records, social security payments for over 1.9 million people in a cashless form with over 8.6 trillion VND, contributing to reducing "petty corruption", creating a foundation for implementing digital government, digital society, digital economy.

Fourth, the police force has promoted its role as a sharp "magic sword" in the fight against corruption and negativity, contributing to building and rectifying the Party and a truly clean and strong political system; fighting to prevent, repel and strictly handle cadres and party members who have degraded in ideology, politics, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation."

Promoting the achievements and experiences gained in the past time, comrades have proactively coordinated methodically and closely with internal affairs agencies in preventing and combating corruption and negativity; promptly identified hot, sensitive and complicated issues; determined breakthroughs, hit the right spots, investigated and clarified many major corruption and economic cases that have caused public outrage, with interweaving between the state and non-state sectors, disrupting the political system at the grassroots level, such as the case at Phuc Son Group Joint Stock Company, Thuan An, the case related to Dai Ninh urban area in Lam Dong province...; contributed to warning and deterring corrupt subjects. The handling of recent corruption and negativity cases and incidents has been carried out synchronously and closely with personnel work, very strictly but also very humanely, with reason and emotion, the subjects are all "convinced."

Fifth, the work of Party building and building the people's public security force continued to receive focused leadership and direction from the Central Public Security Party Committee and achieved positive results.

The Central Public Security Party Committee has proactively deployed tasks and solutions on Party building and building the people's public security force, considering this a key task of primary decisive significance for the successful implementation of the task of protecting national security and ensuring social order and safety; for many consecutive years, the Central Public Security Party Committee has always been one of the "exemplary, leading" Party committees in the political system, promptly developing plans and action programs to implement the resolutions, directives and conclusions of the Central Committee, contributing to creating high unity of will and action in the entire force. Especially in the dissemination and implementation of Resolution No. 12 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite and modern people's public security force to meet the requirements and tasks in the new situation," I am pleased to see that the implementation has achieved very positive results; gradually mobilize the participation and combined strength of the entire political system.

Along with the consolidation of the police force at 4 levels in the direction of "Ministry is refined, province is strong, district is comprehensive, commune is close to the grassroots", comrades have completed the force participating in protecting security and order at the grassroots level, together with the regular commune police, this will be a reliable support for the people in each village, hamlet, and hamlet.

It can be affirmed that in the first 6 months of 2024, the People's Public Security force has basically completed its assigned political tasks excellently. On this occasion, on behalf of the Party and State leaders, and with personal feelings, I would like to sincerely thank, congratulate and commend the achievements and feats of the Central Public Security Party Committee and the national public security sector.

In addition to the above-mentioned remarkable results, in the preliminary and evaluation reports of the Central Party Committee of the Public Security, they have also frankly pointed out the limitations and shortcomings, drawn lessons and analyzed the causes that need to be overcome. I suggest that comrades need to analyze more deeply, more completely, and with a higher fighting spirit the shortcomings and weaknesses, especially those that have been pointed out many times but have not been thoroughly overcome, continue to consolidate and build "A truly clean and strong People's Public Security Force, selfless for the country, serving the people."

On the direction and tasks for the last 6 months of 2024

I basically agree with the directions and tasks that you have mentioned. I would just like to note and emphasize the following points:

Firstly, the general spirit in the last 6 months of 2024 and the following years, the Central Party Committee of the Public Security needs to continue to strive to be a typical Party Committee in the political system, "exemplary, leading" in thoroughly grasping and implementing the resolutions, directives and conclusions of the Central Committee; the last 6 months of the year must be better than the first 6 months, the following year must be better than the previous year, the following term must be better than the previous term, security and order must increasingly improve.

Second, the Central Party Committee of the Public Security continues to do a good job of grasping the situation and providing strategic advice to the Party and State; absolutely not being passive or surprised in terms of strategy, maintaining and preserving a peaceful and stable environment, creating the most favorable conditions for socio-economic development and comprehensive and extensive international integration.

I request that you closely follow the working program of the Politburo and the Secretariat in 2024, complete projects and plans to ensure progress and quality; grasp, evaluate, and accurately forecast the world and regional situation, especially the strategic and policy adjustments of major countries and neighboring countries related to Vietnam's national interests and security; promptly advise the Party and State on policies to harmoniously handle relations with other countries; avoid confrontation and conflict. Mobilize the participation and strength of the entire political system, resolutely and effectively implement the resolutions of the Central Committee, the National Assembly, and the Government on ensuring and strengthening national defense and security potential, economic recovery, and caring for people's lives to ensure that they are suitable to the country's socio-economic development conditions, especially the Resolution of the 13th Central Committee, Session VIII, on the Strategy for National Defense in the new situation.

Third, strengthen solutions to protect national security, absolutely do not let incidents of insecurity and disorder at the grassroots level turn into complicated incidents of national security in any situation; do a good job of protecting internal politics to serve the important work of the Party.

As you know, preparations for the Party Congresses at all levels leading up to the 14th National Party Congress are being carried out very urgently; the upcoming 10th Central Conference of the 13th tenure will discuss and give opinions on many important contents (on draft documents and personnel work directions for the 14th National Party Congress). These are issues that the whole country is concerned about, but at the same time, these are also issues that are often exploited by hostile and reactionary forces to incite, slander, etc., causing confusion and suspicion among the masses, causing internal division, dividing the Party from the people, and more importantly, denying the achievements and results gained over 40 years of implementing the renovation policy; influencing changes in policies and guidelines, and deviating from socialism...

Therefore, I suggest that comrades need to grasp the situation, do a good job of protecting the Party's ideological foundation, protecting internal political security, protecting the cadre team, especially strategic-level cadres; have solutions to thoroughly overcome the situation of revealing and losing state secrets, "inside the house, it is clear outside the door." Focus on measures to prevent and combat infiltration, internal transformation, and the planting of spies by enemy forces, and prevent and combat degradation, "self-evolution," and "self-transformation," especially in important and confidential agencies. At the same time, synchronously and resolutely deploy measures to protect national security, grasp the situation, effectively handle all potential complex problems early and from the grassroots level, especially having more effective solutions to prevent risks and challenges from cyberspace, which are very complicated today.

Fourth, it is necessary to be more drastic and synchronous in implementing solutions to prevent and combat crime, ensure social order and safety for the peaceful and happy life of the people.

Focus on identifying new methods and tricks of criminals, be resolute and uncompromising in the fight against all types of crime, continue to research and pilot implementation of traffic-safe communes, wards, districts and provinces, no crime, no drugs. You must truly be the core force promoting the role of the security and order protection force at the grassroots level.

Ensure progress and improve the quality of investigation and handling of crimes, especially cases and incidents under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negativity with the spirit of "non-stop", "non-stop", "no forbidden zones, no exceptions, no matter who it is"; at the same time, focus on detecting and recommending early correction of loopholes and shortcomings to minimize damage to the State and people and preventive solutions for "impossible, dare not" corruption and negativity.

Fifth, continue to synchronously implement solutions to improve the quality of Party building and the building of the People's Public Security Force according to Resolution No. 12 of the Politburo. Prepare well the conditions to organize Party congresses at all levels, towards the 8th Central Public Security Party Congress.

I sincerely hope that you comrades will continue to attach importance to the work of Party building and the building of the people's public security force, considering this a central and key task of the entire term and the following years. With the spirit of "Serving the Fatherland, serving the people," "As long as the Party exists, we exist," "Honor is the most sacred and noble thing," you comrades need to focus on effectively leading and directing the work of protecting internal political security; fighting against degradation in political ideology, ethics, lifestyle, "self-evolution," "self-transformation," preventing and combating corruption and negativity within the people's public security force.

Always keep in mind the teachings of beloved Uncle Ho: "Our police are the people's police, serving the people and relying on the people to work...", "must be truly loyal, respectful, and loving to the people," must be closely attached to the people, respect the people, be polite to the people, rely on the people, listen to the people's opinions, protect the legitimate interests of the people, build a peaceful social environment for the people's lives; constantly innovate working methods and styles, must make the people trust the police more and more, and help the police more and more.

The police force must unite and closely coordinate with the people's army, truly being the sword and shield, two wings of a bird, protecting and preserving peace and stability for the country's development.

I hope that you will prepare well the conditions to organize the 8th Congress of the Central Party Committee of the Public Security for the 2025-2030 term; focus on training, fostering, and testing the comrades who are planned personnel for the 14th Party Central Committee and the comrades who are planned to participate in the Party Committees and Standing Committees of Party Committees at all levels; contribute to creating a source of strategic-level cadres, leaders, and commanders who truly have the qualities, capacity, prestige, and are up to the task.

From now until the end of 2024 and the end of the term, we have a lot of work to do. Time is running out, just over a year left to successfully complete the Resolution of the 13th National Party Congress, the Resolution of the 7th Central Public Security Party Congress; the results of this term are an important premise for successfully implementing the country's strategic goals in the next period.

In the report, the comrades also proposed 7 tasks on Party building and force building; 8 key tasks and solutions on professional work from now until the end of 2024.

So, in terms of direction, the tasks are clear, the goals are specific, the problem is with what political determination, how to lead and direct, and the process of organizing and implementing, what are the results achieved? Therefore, I suggest that comrades focus on leading and directing thoroughly throughout the entire people's public security force to unify awareness, determination, and strive to comprehensively complete the set goals and tasks with the spirit of "The first 6 months of 2024 have been trying hard, it has been good, then the remaining 6 months of 2024 must try harder, achieve even better results."
