Demolition of the illegally built Phoenix Center at Hai Duong Traditional Medicine Hospital

On December 13, a representative of the Hai Duong City People's Committee said that after working with the authorities, Dai Son One Member Co., Ltd. committed to voluntarily demolishing the illegal construction at Hai Duong Province Traditional Medicine Hospital, with completion date before December 31, 2024.

Hai Duong City People's Committee has assigned the Urban Management Rules Inspection Team to coordinate with Hai Tan Ward People's Committee and related units to urge and supervise the demolition of this enterprise's illegal construction.

According to the reporter's records on December 13, the enterprise hired machinery and workers to demolish illegal constructions and items on the land of the Provincial Traditional Medicine Hospital.

Previously, on November 21, 2024, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau directed to focus on thoroughly handling violations at Hai Duong Provincial Traditional Medicine Hospital. The Chairman of the Provincial People's Committee assigned Hai Duong City People's Committee to preside over, coordinate, urge and supervise Dai Son One Member Co., Ltd. to dismantle the violating construction before December 31, 2024. If this company does not dismantle it itself, Hai Duong City People's Committee will organize the implementation in accordance with regulations, to be completed before January 15, 2025.

Hai Duong Traditional Medicine Hospital was granted a land use right certificate in 2001 with an area of ​​over 2.4 hectares. During the process of use, the State reclaimed a part of the land area to build roads, so the remaining area of ​​the hospital is over 1.6 hectares, of which about 4,000 m²lotus pond

Hai Duong Traditional Medicine Hospital has committed many violations such as leasing land to many individuals and businesses to build kiosks and conduct commercial activities. At the lotus pond location, which was approved by the Provincial People's Committee for business cooperation, the hospital signed a business cooperation contract with Dai Son One Member Co., Ltd. in 2011 with a cooperation period of 15 years. This company constructed the project not in accordance with the granted license and approved planning; used the lotus pond area to build the Phoenix Wedding and Convention Center and some auxiliary works...

Regarding the above violations, the provincial leaders have issued many instructions to handle them. However, the handling of violations is very slow and not thorough. The hospital has not completed the land change registration procedure and has not yet liquidated the contract with Dai Son One Member Co., Ltd.

On November 13, 2024, the Department of Finance reviewed the regulations and advised the province not to accept the assets and establish full ownership of the assets proposed to be donated by Dai Son One Member Co., Ltd. The reason is that all of these assets were built illegally.
