The Chairman of the Provincial People's Committee set a deadline to completely handle the illegal construction at Hai Duong Traditional Medicine Hospital.

The Chairman of the Provincial People's Committee assigned the People's Committee of Hai Duong City to preside over, coordinate, urge and supervise Dai Son One Member Co., Ltd. to dismantle the illegal construction on the land of Hai Duong Traditional Medicine Hospital before December 31, 2024. If this company does not dismantle the illegal construction itself, the People's Committee of Hai Duong City will organize the implementation in accordance with regulations, to be completed before January 15, 2025.

The Department of Natural Resources and Environment is assigned to guide and support Hai Duong Traditional Medicine Hospital in completing land change registration procedures. The provincial police are proactive in monitoring the situation, promptly detecting and handling violations according to regulations (if any).

Hai Duong Traditional Medicine Hospital was granted a land use right certificate in 2001 with an area of ​​over 2.4 hectares. During the process of use, the State reclaimed a part of the land area to build roads, so the remaining area of ​​the hospital is over 1.6 hectares, of which about 4,000 m²lotus pond

During the land use process, Hai Duong Traditional Medicine Hospital committed many violations such as leasing land to many individuals and enterprises to build kiosks and conduct commercial activities. At the lotus pond location, which was approved by the Provincial People's Committee for business cooperation, the hospital signed a business cooperation contract with Dai Son One Member Co., Ltd. in 2011 with a cooperation period of 15 years. This company constructed the project not in accordance with the content of the granted license and approved planning; used the lotus pond area as the Phoenix Wedding Convention Center and some auxiliary works...

Regarding the above violations, the provincial leaders have issued many instructions to handle them thoroughly. However, the handling of violations is very slow and not thorough. The hospital has not completed the land change registration procedure and has not yet liquidated the contract with Dai Son One Member Co., Ltd.

In August 2023, the People's Committee of Hai Duong City issued a decision to force Dai Son One Member Co., Ltd. to take remedial measures; requiring the company to demolish all violating constructions within 15 days, starting from September 1, 2023.

After many delays, in March 2024, Dai Son One Member Co., Ltd. requested to donate the violating construction to Hai Duong Traditional Medicine Hospital for management and use.

On November 13, 2024, the Department of Finance reviewed the regulations and advised the province not to accept the assets and establish full ownership of the assets proposed to be donated by Dai Son One Member Co., Ltd. The reason is that all of these assets were built illegally.
