From 2022 to present, the Inspectorate of the Ministry of Education and Training has issued 94 decisions on administrative sanctions against universities.

This number is a sharp increase compared to 28 penalty decisions in 2021, according to Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry of Education and Training, at the conference to summarize the school year with higher education in Ho Chi Minh City on the afternoon of August 26. Mr. Cuong said that the penalties are mainly related to enrollment and opening of training majors.

Specifically, many schools do not meet the conditions to be autonomous but still operate autonomously and open their own majors, commit violations in determining quotas, and organize enrollment at levels that are not in accordance with regulations...

Statistics from the Ministry show that there are schools that opened 27 new majors within 3 years. Or there are majors that met the requirements when they were first opened, but after a while, they no longer meet the requirements.

"The consequence of opening a major but not ensuring quality is that the school has to close the major and transfer the enrolled students to another school," said Mr. Cuong.

In addition, many schools have not publicly disclosed or provided incomplete information about tuition fees, quality assurance conditions, and financial management violations, and have been punished by the Ministry Inspectorate.

According to the revised Law on Higher Education (2018), except for the Pedagogy sector, universities are allowed to determine their own enrollment targets and make them public. However, schools must ensure their training capacity and are not allowed to enroll more than 3% of the set quota.

Each training major of a school can increase its quota if it meets the following conditions: the number of lecturers per student as prescribed (1/30), the employment rate of graduates is over 80%, the enrollment results in the previous year are over 80%...

In April, the Ministry of Education and Training stripped Ho Chi Minh City University of Agriculture and Forestry, the University of Education - Da Nang University and several other schools of their right to determine their own enrollment quotas for exceeding the prescribed number of students. Previously, 78 schools were administratively sanctioned for this in 2022. In addition, some schools were also disciplined for enrolling students not in accordance with the announced plan.
