During the questioning, Deputy Head of the Provincial Party Committee's Mass Mobilization Commission Mai Xuan Anh asked Senior Lieutenant Colonel Bui Quang Binh, Member of the Provincial Party Committee's Standing Committee and Director of the Provincial Police Department, to propose specific solutions to prevent black credit crimes.
Responding to questions, Director of the Provincial Police Bui Quang Binh said that the current type of black credit crime is no longer pure, has an increasingly high level of concealment, and is largely non-traditional; it has shifted from being public or clandestine through pawnshops and financial services to using lending applications with quick lending procedures, and borrowers do not need to mortgage assets.
Recently, the provincial police force has deployed many drastic measures, launched a peak period with the determination to stamp out the disguised black credit activities; handled 17 cases, 19 subjects, including 6 groups lending through applications with thousands of loans, loan amounts up to hundreds of billions of VND, illegal profits of tens of billions of VND. The provincial police force has conducted a general inspection, stopped the operation of 44/150 pawnshops and financial services businesses; many establishments voluntarily closed down, abandoned their business lines.

Lieutenant Colonel Bui Quang Binh, Director of the Provincial Police Department, said that the Hai Duong Provincial Police force is at the top of the country in detecting and successfully handling black credit crimes operating in this way.
The Provincial Police Director requested local Party committees and authorities to intensify propaganda to help people stay away from illegal credit and proactively provide information to the Provincial Police about the activities of these subjects. Tighten state management of pawnshops and financial services; resolutely close down establishments operating without permission or in violation of regulations; prevent and deter those who take advantage of this form of business to commit crimes.
Comrade Bui Quang Binh emphasized that to solve this problem at its root, it is necessary to reduce demand to eliminate supply by supporting people to easily borrow capital from policy banks when they have legitimate and urgent needs; actively implement Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 to maximize the exploitation of population databases, unify between state agencies to help people easily access state credit facilities.
