The scientific topic conducted by the Union of Science and Technology Associations of Hai Duong province proposed 3 groups of solutions to promote digital transformation, including institutions, policies; digital infrastructure, digital applications, digital data; and people.
On the afternoon of July 3, the Provincial Union of Science and Technology Associations organized a grassroots acceptance of the scientific project "Research on factors affecting the digital transformation process in Hai Duong province" implemented by this unit. The project manager is Master Tran Thi Thu Thuy, Vice President of the Provincial Union of Science and Technology Associations.
The project management board provided a lot of content, from the implementation to the results of Hai Duong's digital transformation index. It clearly stated the factors affecting the digital transformation process in the community. From there, it proposed 3 groups of solutions to promote Hai Duong's digital transformation process, including a group of solutions on institutions and policies; on digital infrastructure, digital applications, digital data; on people.
The object of digital transformation is people, aiming at digital citizens. Therefore, in the group of solutions on people, the project management board has clearly stated a number of issues such as raising social awareness about digital transformation, developing human resources to serve digital transformation. From there, forming and developing digital citizens and digital culture.
To enhance the effectiveness of the solutions, the project management board made two recommendations on institutions, legal framework and financial mechanism.
At the acceptance meeting, the members of the acceptance council assessed that the topic is highly topical in the current context; has a professional research method, especially in the analytical framework from theory to implementation. As a new topic with a very wide scope, the management board needs to closely follow the research goals and objectives to have a more effective and detailed analysis and evaluation.
