On November 29, with 474 delegates participating in the vote (95.95%), the National Assembly passed a Resolution on continuing to implement a number of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questioning.
In the Resolution, the National Assembly clearly stated the contents that need to be focused on in 21 areas, including outstanding contents such as: Reforming salary policy from July 1, 2024, streamlining payroll, building at least 1 million social housing units...
Salary reform for workers
According to the recently passed resolution, in the field of internal affairs, the National Assembly emphasized the innovation and improvement of the civil service and public employee regime, including reviewing and proposing amendments and supplements to the provisions of the Law on Cadres and Civil Servants and the Law on Public Employees on the authority to assign and manage payrolls in order to institutionalize the Party's policy on managing the payrolls of civil servants and public employees.
Accordingly, the State continues to streamline the payroll to achieve the goal of reducing 5% of the civil servant payroll and 10% of the public service payroll by 2026 compared to 2021 on the basis of promoting financial autonomy of public service units.
According to the resolution, the goal is to soon and qualitatively complete the construction of job positions in state administrative agencies, organizations and public service units of ministries, branches and localities, especially to develop and promulgate synchronous documents to effectively implement the salary policy reform plan from July 1, 2024.
The Government is responsible for directing localities to complete the arrangement of cadres, civil servants, public employees, and workers at district and commune-level administrative units for the 2019-2021 period, no later than the end of 2025.
In addition, the Government focuses on organizing and implementing the arrangement of administrative units at district and commune levels in the 2023-2025 period, ensuring stable operations of the organizational apparatus, arranging redundant cadres and civil servants, and promptly resolving regimes and policies according to regulations.
Spend 30% of the budget on preventive medicine
Regarding the health sector, the resolution clearly states: The National Assembly requests the urgent promulgation of full documents detailing and implementing the Law on Medical Examination and Treatment; promptly submit to the National Assembly the amendments and supplements to the Law on Health Insurance to synchronize and unify with the Law on Medical Examination and Treatment in 2023 and in accordance with practical requirements; promptly review, amend and supplement legal documents in the health sector to overcome shortcomings and difficulties, especially in payment and settlement of costs for COVID-19 prevention and control.
The Government continues to promote disease prevention and control, invest in medical examination and treatment facilities, protect people's health, especially in densely populated areas, difficult areas, industrial parks, high-tech zones, and strictly ensure that at least 30% of the health budget is allocated to preventive medicine.
Gradually overcome the uneven quality of medical examination and treatment among levels, regions, and areas nationwide. Implement interconnection and recognition of test results and diagnostic imaging among medical examination and treatment facilities. Complete policies and laws on socialization in public hospitals; improve the treatment regime for medical staff, including medical staff in villages, hamlets, industrial zones and clusters.
Continue to implement projects and plans to send young volunteer doctors to work in mountainous, remote, border, island areas, and areas with particularly difficult socio-economic conditions. Further promote digital transformation in all areas of the health sector.
In 2024, there will be a plan to completely resolve difficulties and shortcomings, soon put Viet Duc Hospital and Bach Mai Hospital 2 in Ha Nam province into operation and a solution to completely resolve the shortage of drugs and medical supplies at public hospitals. Ensure adequate vaccines and maintain a vaccination rate of over 90% for all vaccines in the Expanded Immunization Program.
The National Assembly also assigned to continue implementing solutions to expand universal health insurance coverage, improve the quality of medical examination and treatment under health insurance, and effectively manage and use the Health Insurance Fund. In 2024, research and issue a mechanism to refund money to people who have to buy medicine and medical supplies for medical examination and treatment under health insurance, thoroughly resolve the situation where health insurance agencies owe payments and settle medical examination and treatment costs under health insurance, etc.
Build 1 million social housing units
During the working session, Member of the Standing Committee of the National Assembly, Secretary General of the National Assembly, Head of the Office of the National Assembly Bui Van Cuong presented a Report explaining, accepting and revising the draft Resolution on continuing to implement a number of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questioning.
Regarding the content of "Urgently promulgate detailed documents and implement the Law on Housing (amended) and the Law on Real Estate Business (amended)" in the construction sector, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that urgently promulgating detailed documents is an important solution to bring the laws passed by the National Assembly at the 6th Session into life soon, perfecting the legal basis to promote the implementation of the Project to invest in building at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period; therefore, the National Assembly Standing Committee would like to keep it as drafted.
In the field of planning and investment, the National Assembly requested to continue reviewing legal documents, promptly removing difficulties and obstacles, and promoting production and business.
In the financial sector, among the contents that need to be focused on are continuing to improve the law on management and use of public assets and the state budget, promoting the construction and implementation of connecting the specialized public asset database with the national database on public assets, ensuring data exploitation by elected agencies; strengthening inspection, examination and handling of violations in the management and use of public assets.
Regarding the banking sector, the National Assembly requires the improvement of laws on currency, banking activities, restructuring and handling of bad debts, collateral of bad debts; especially the mechanism to encourage investors to participate in handling collateral and buying and selling bad debts, having solutions to strictly control and strictly handle the situation of cross-ownership of organizations and individuals in credit activities, the situation of "backyard" enterprises of credit institutions... are the contents mentioned.
Regarding the field of agriculture and rural development, the National Assembly requires that by 2024, the review and approval of plans to reorganize and innovate agricultural and forestry companies must be completed; the development of multi-use forest ecosystem values, job creation and livelihoods under the forest canopy must be completed; the arrangement, relocation and resettlement of residents in areas at high risk of flash floods, landslides, riverbank and coastal erosion, flood drainage impacts or areas severely affected by natural disasters must be ensured, in accordance with economic conditions, customs, culture and livelihoods for the people.
