On September 20, on Provincial Road 392, through Lam Son Commune (Thanh Mien), three teenagers, Dang Ngoc T. (born in 2008), Tran Dinh H. (born in 2007) and Tang Minh T. (born in 2009), all residing in Thanh Mien town, were driving a motorbike without a license plate and without a helmet. They thought no one was paying attention, but the traffic violations of the three teenagers were recorded by the security camera system. When the police invited them in for questioning and showed them clear images, the teenagers were startled, admitted their mistakes and accepted the punishment.

Previously, Mr. Ngo Xuan Manh in Thuy Nguyen District (Hai Phong) drove a 15K-224.66 car on Nguyen Luong Bang Street towards the roundabout in Thanh Mien Town Center. Because he is from another province and is not familiar with the roads, Mr. Manh accidentally drove in the wrong direction on a road with a no-entry sign. His violation was quickly detected by the security camera system. After receiving the notice, Mr. Manh went to Thanh Mien District Police to work and was fined 5 million VND and had his driver's license revoked for 3 months.

This method not only brings high efficiency in ensuring traffic safety and order but also has a great effect in propaganda, raising people's awareness every time they go out. Surveillance camera system contributes to ensuring traffic safety and security

According to Lieutenant Colonel Nguyen Ngoc Hoan, Deputy Head of Thanh Mien District Police, in 2020, Thanh Mien District invested nearly 7 billion VND to install 65 security cameras at 19 important locations in the area. This system includes: 23 analysis cameras, 26 fixed cameras and 16 room cameras. In addition to security monitoring, the District Police have taken advantage of the camera system to detect and handle traffic violations. Although there is no specialized traffic camera system, with the determination to overcome difficulties, the District Police have flexibly used the security camera system to handle violations related to traffic safety and order. This is a factor that helps the District Police reduce human pressure while still ensuring the work of detecting and handling traffic violations early and remotely.

Since the beginning of the year, the Thanh Mien district traffic police have detected and handled 149 violations through images and clips, an increase of 107 cases compared to the same period last year. The cases that were fined offline mainly violated the following violations: not wearing helmets, speeding, not obeying traffic lights, stopping and parking in violation of regulations... Thanh Mien is also a typical locality in the province in "fining offline" traffic violations.

On the afternoon of August 1, Ms. Nguyen Thi Hien in Ngo Quyen commune drove a motorbike carrying 4 children on District Road 195. Not only did she carry more people than the regulation, all 5 people were not wearing helmets. Ms. Hien's violation was recorded by local people and sent to the authorities. At the police station, Ms. Hien explained that because the route was short, she subjectively carried many people and did not put helmets on the children. After the meeting, she realized that although she was an adult, she had not set an example for the children and had not anticipated the dangers that always lurk when traveling on the road. Ms. Hien pledged not to repeat the offense and would actively propagate to her relatives to strictly comply with the Road Traffic Law.

Over the years, Pham Kha commune has always been a bright spot in Thanh Mien's "All people protect national security" movement. Models such as: "Denunciation box", "Self-managed inter-family hamlet", "Safe school"... in this local commune have operated quite effectively, helping people comply with regulations, actively contributing to maintaining security, order and traffic safety in the locality. Although there is no financial support, the members all work enthusiastically, responsibly and provide valuable information to the commune police force.

According to Head of the Commune Police Pham Kha Nguyen Van Dung, the people and members participating in the security and order model are always the extended arm of the police force in ensuring security, order and traffic safety in the locality. Since the beginning of the year, the unit has received dozens of reports in the form of photos and videos from people about traffic violations. In particular, the Commune Police have coordinated with the District Traffic and Order Police Team to verify, clarify and fine 15 cases with a total fine of 7.5 million VND. Thanks to quality reports, the number of people violating traffic laws in the area has decreased significantly.

According to the report of the Traffic Police and Order Team of Thanh Mien District, in 149 cases of "cold fines" by the district's traffic police, up to 70% of the cases were handled thanks to images and clips provided by the people. Mr. Vu Xuan Thuy in Thanh Mien town is one of the typical citizens who provided images and clips of traffic violations to the authorities. He himself was a victim of a traffic accident, so he is very aware of the dangers of traffic violations.

Although the form of "cold fines" brings many benefits, there are also many barriers. According to the assessment of the Captain of the Traffic Police and Order Team An Van Thuan, Thanh Mien is taking advantage of the security camera surveillance system to "cold fine" traffic violations. However, because it is not a specialized system, the image quality depends a lot on weather and nighttime factors, making it difficult to handle violations. The maintenance and upkeep of the monitoring equipment system is not regular, leading to damage and interruptions in transmission, affecting the monitoring process. What is more difficult is that when being fined coldly, many vehicle owners often do not cooperate. The reason is that the situation of buying and selling vehicles without transferring ownership or changing ownership occurs a lot, especially motorbikes and electric vehicles. Some vehicle owners have changed their residential address but have not declared it or have fake or blurred license plates... making the process of completing the handling procedures take a lot of time and effort.

Making a record of some acts that require revoking the license and temporarily impounding the vehicle is even more difficult when the violator is outside the province. The legal framework for fines is not complete, some provisions of the Law on Handling Administrative Violations on transferring penalty decisions and penalties through accounts are not specific and clear. Many violations, when publicly announced on mass media, have turned to insulting and cursing the authorities. Recently, the District Police have made a record of fines for 2 cases in Pham Kha commune for insulting the police force on Facebook.

“Despite many difficulties, Thanh Mien District Police are determined to maintain the form of fines to increase deterrence against violators.
