At the beginning of the 2021-2026 term, the National Assembly Delegation of Hai Duong province and the Standing Committee of the People's Council of Hai Duong province issued the Regulations on citizen reception by elected representatives. A new initiative was included in the regulations.
That is, along with monthly citizen receptions at the provincial citizen reception office and regular citizen receptions at the agency, National Assembly deputies of Hai Duong province also attend citizen receptions once a month with the heads of Party committees, People's Councils, and People's Committees at the district level. Provincial National Assembly deputies working outside the province receive citizens at least once every 3 months at the district citizen reception office.
Previously, National Assembly deputies mainly met with local voters through meetings before and after the session, but now every month National Assembly deputies go to the district to meet with people.
While many meetings with voters were still formal, voters and people attending were not bold enough to express their thoughts and aspirations in formal halls and conferences, now that National Assembly deputies have come to the district to meet with people, voters and people have a close space and enough time to express their thoughts and recommendations in the most natural way.
During the 3 years of implementing this new initiative, National Assembly delegates of Hai Duong province, no matter how busy they are working at the central or local levels, always arrange time to return to the district to meet with people with the Chairman of the People's Committee or Secretary of the District Party Committee.
There are delegates who attend meetings with citizens more than once a month than required by regulations and always remind localities to widely inform so that people can come and attend if they have needs or suggestions that need to be expressed.
From the meetings with the people at the grassroots level, the National Assembly delegates of Hai Duong province have grasped many of the people's concerns and recommendations and have taken action to resolve them for the people.
Typically, 520 former youth volunteers in Tu Ky district who went to support the border area of Quang Ninh were paid a one-time allowance and received support to pay 80% of the social insurance premium after many years of waiting.
Previously, representatives of former youth volunteers made a request to resolve their rights at a citizen reception in Tu Ky district. This reception was attended by Deputy Head of the National Assembly Delegation Nguyen Thi Viet Nga.
When the Russian delegate received feedback at the meeting, he worked with the Department of Labor, War Invalids and Social Affairs and related units; agreed to send a document asking for comments from the Ministry of National Defense. When the Ministry of National Defense responded, the leader of the National Assembly Delegation of the province continued to consult with the leaders of the Provincial People's Committee and the Department of Labor, War Invalids and Social Affairs.
After that, the department organized a meeting with the People's Committee of Tu Ky district and the Liaison Committee to unify and complete the application documents. Finally, 520 cases were paid a one-time subsidy and received social insurance support after much anticipation and waiting.
This is one of the specific, complicated, and long-standing cases that has been resolved thanks to the initiative of sending National Assembly deputies to the district to meet with people and the deputies' drastic participation.
According to comrade Nguyen Duc Tuan, member of the Provincial Party Standing Committee, Chairman of the Hai Duong Provincial Fatherland Front Committee, this is an innovation of the National Assembly deputies of Hai Duong province, which has been agreed upon and highly appreciated by voters and people.
"The citizen reception activities of elected representatives at all levels in Hai Duong province this term, including the National Assembly Delegation of Hai Duong province, have many innovations. The coordination of regular citizen reception with the heads of local Party committees and authorities at the district level by the provincial National Assembly deputies has contributed to improving the quality of citizen reception activities, resolving complaints and denunciations," affirmed Mr. Nguyen Duc Tuan.
In June 2024, Mr. Pham Van Hieu and his wife, Ms. Trieu Thi Lan, in Cay village, Long Xuyen commune, (Binh Giang) sent a petition to the National Assembly Delegation and the People's Council of Hai Duong province regarding the purchase of land that had been auctioned by Agribank but had not been used for many years. The National Assembly Delegation of Hai Duong province immediately went directly to survey the land.
Not long after that, a workshop on how to resolve the petition of Mr. Hieu and Mrs. Lan was held with the participation of many leaders of relevant departments, branches and localities. Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired this workshop.
Detailed information, the status of receiving and handling the application and actual images of the disputed land of Mrs. Lan and her husband were shown at the conference. The couple bought land from Agribank for auction for more than 4 years but could not use it due to the dispute. The land of Mrs. Lan's family was surrounded by 2 front and back roads, with no way in or out to use.
After many hours of clarifying the cause, the problem, and the responsibility of which unit to resolve, the Head of the National Assembly Delegation of Hai Duong province concluded the direction of resolution. The National Assembly Delegation of the province sent an official dispatch to citizens to inform them of the conclusion and instruct citizens to file a petition with the People's Court of Binh Giang district to protect their legitimate interests.
Moved by the involvement of the elected representatives of Hai Duong province, Ms. Lan said: "We are very happy to witness the drastic involvement of the elected representatives of Hai Duong province. When the delegation directly came to survey and organize a conference, the local government was also more active in taking drastic action to resolve my family's case," Ms. Lan shared.
In October 2024, for the first time in the 2021 - 2026 term, the Standing Committee of the Hai Duong Provincial People's Council organized a supervisory conference with each locality in the province on the situation of handling citizens' petitions, petitions, complaints and denunciations.
9 monitoring conferences with 9 localities were held consecutively (3 localities did not organize monitoring due to the small number of petitions). 26 cases were heard by the Standing Committee of the Provincial People's Council, and solutions were given for each case. After monitoring, a conclusion notice was issued to each locality, with solutions and recommendations for each case.
Leaders and professional staff from relevant sectors and localities from district to commune were invited to work. Some people entered the meeting room of the Provincial People's Council for the first time. Many localities were struggling to resolve the issue, but through the conference, the Standing Committee of the Provincial People's Council intervened and provided guidance on how to resolve the issue. The responsibilities of agencies and units in performing their assigned tasks and responsibilities were clarified during the monitoring sessions.
Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, emphasized at the conference to supervise and resolve voters' petitions that: "As a representative of the people, as Chairman of the people, one must be responsible to the people".
According to Article 17 of Resolution No. 594/NQ-UBTVQH15 dated September 12, 2022 of the National Assembly Standing Committee guiding the supervisory activities of the People's Council, the People's Council Standing Committee, the People's Council's committees, the People's Council delegations and the People's Council delegates, "if necessary, the supervisory delegation organizes conferences to deploy activities, organizes seminars, talks, and field surveys to collect information and complete reports on supervisory results".
The organization of seminars and supervisory conferences by the National Assembly Delegation and the Standing Committee of the Hai Duong Provincial People's Council also originates from this policy and closely follows this instruction.
On an autumn day in late October, residents of residential area No. 9, Quang Trung Ward (Hai Duong Department of Health collective housing area) gathered at home, happier than usual when hearing the news that after the Provincial People's Council Standing Committee stepped in to supervise and direct the resolution of their petitions, 31 households will be granted land use right certificates in the first quarter of 2025 after decades of waiting.
The people here all used to work at the Hai Hung Health Department. They were given land and used it stably, paid taxes in full, but for decades they have not been granted land use rights certificates.
This incident was brought up at the monitoring session of the Standing Committee of the Provincial People's Council with the People's Committee of Hai Duong City to clarify the causes, difficulties, solutions, and request completion of granting certificates to people in the first quarter of 2025. Currently, the People's Committee of Quang Trung Ward has completed the measurement and requested the City People's Committee to adjust the detailed planning in accordance with the current land use status of households.
Mr. Pham Xuan Duc, born in 1950, represented 31 households in filing the petition and is now also excited and hopeful.
"We were disappointed and thought we had lost hope, but when the provincial People's Council delegates got involved and gave written instructions, we felt secure and had expectations for the position, role, and responsibility of elected representatives," said Mr. Duc.
It is also the joy and renewed confidence of many people when they are directly expressed and elected representatives thoroughly participate in urging and resolving their petitions and reflections.
Not only land-related cases but also many people's petitions related to policies and other issues in people's lives are also addressed by elected representatives, ensuring legitimate rights for the people.
Ms. Pham Thi Thuan in Bao Dap village, Dai Hop commune (Tu Ky) reported that she has not received one-time support according to Decision No. 62/2011/QD-TTg on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 and were demobilized, discharged from the army, or quit their jobs.
Knowing this through monitoring, the Standing Committee of the Provincial People's Council requested the People's Committee of Tu Ky district to report and determine the cause of the incident was because Ms. Thuan's application for benefits did not meet the requirements.
Knowing that many voters and people in the province are also having difficulty in requesting and resolving the regime according to Decision No. 62/2011/QD-TTg because their documents do not meet the requirements, the Standing Committee of the Hai Duong Provincial People's Council has requested the Provincial People's Committee to direct, research and advise on issuing a one-time support regime for cases like Ms. Thuan. This is expected to help many localities in the province, protecting the legitimate rights of many voters and people.
