Focus on rewarding employees

With the spirit of focusing on the grassroots, the 2022 Law on Emulation and Commendation focuses on rewarding collectives at the grassroots level, workers, farmers, direct laborers, cadres and soldiers of the people's armed forces, militia and self-defense forces; paying attention to rewarding remote areas, border areas, islands... The Law adds the subjects of regular militia and mobile militia and self-defense forces to be considered for the title of "Advanced Soldier". Supplementing the subjects of Labor Medals of all classes, certificates of merit of the Prime Minister, certificates of merit of ministries, branches and provinces are farmers, workers, direct laborers, producers, workers, businessmen, enterprises, intellectuals, scientists, individuals and collectives with great contributions to economic and social development; applying scientific and technological advances; performing social, charitable and humanitarian work. Supplementing the subjects considered for the title of "People's Teacher" and "Excellent Teacher" for the subjects who are research and education officials; Subjects for consideration of awarding the title of "Excellent Physician", "People's Physician" to the subject of "midwife". Supplement consideration of awarding the title of "People's Artist", "Excellent Artist" to the subject of "creator of cultural and artistic works". Supplement the method of calculating time (multiplied by coefficient 2) as a criterion for considering awarding the State honorary title to medical and educational staff working in areas with particularly difficult socio-economic conditions.

To resolve difficulties and problems in rewards in the non-state sector and private economy, the law specifically stipulates the subjects of rewards such as Labor Medals of all ranks, certificates of merit from the Prime Minister, certificates of merit from ministries, departments, branches, and provinces for subjects such as businessmen, enterprises, intellectuals, and scientists. Supplementing regulations on principles for considering honoring and awarding prizes to businessmen, enterprises, and other economic organizations. The law also removes the requirement that competition registration is the basis for awarding competition titles. It adds the responsibility of the “head” of an agency, organization, or unit. It adds the title of exemplary commune, ward, or town.

Decentralization, stronger decentralization

The 2022 Law on Emulation and Commendation has further decentralized and delegated power in emulation and commendation work, such as supplementing regulations on the Ministry of National Defense and the Ministry of Public Security to stipulate the authority to recognize the titles of "Advanced Worker", "Advanced Soldier", "Advanced Labor Collective", "Advanced Unit". The authority of ministers, heads of ministries, departments and branches to award the titles of "Advanced Labor Collective", "Emulation Fighter at the grassroots level", "Advanced Labor" or authorize the recognition of the titles of "Advanced Labor Collective", "Emulation Fighter at the grassroots level", "Advanced Labor" to individuals and collectives of agencies, organizations and units under ministries, departments and branches without legal status. The authority of the head of the agency is assigned by the Standing Committee of the National Assembly to advise and assist in emulation and commendation. Overcome “accumulation, cumulative achievements”

According to Head of the Provincial Emulation and Reward Board Bui Van Nam, The 2022 Law on Emulation and Commendation clearly demonstrates the principle of giving praise to achievements and promoting the timeliness of rewards based on merit and achievements; overcoming the previous situation of rewarding "accumulating achievements, adding up achievements". In particular, the law has added the provision that "excellent completion of tasks" is a replaceable criterion if there are no initiatives, topics, or projects.

While the 2003 Law on Emulation and Commendation, the 2005 and 2013 Law on Amendments and Supplements to the 2013 Law on Emulation and Commendation stipulate that the title of "Advanced Labor Collective" is considered for collectives in which more than 50% of individuals in the collective have achieved the title of "Advanced Labor" and no individual has been disciplined from warning or higher, the 2022 Law on Emulation and Commendation stipulates that at least 70% of individuals in the collective must achieve the title of "Advanced Labor" and no individual has been disciplined from warning or higher. This affirms that the new law focuses on the quality of emulation and commendation work.

“The breakthroughs of the 2022 Law on Emulation and Commendation will create strong changes in the organization and implementation of patriotic emulation movements and commendation work in agencies and units.
