The work of building advanced models must be carried out from the grassroots and directed and organized synchronously in all 4 stages: discovering - fostering - summarizing - replicating advanced models. Promote the responsibility of leaders in discovering, praising and rewarding collectives and individuals who have achieved achievements in performing assigned tasks. Focus on removing difficulties for production and business, creating all favorable conditions for people and enterprises.
