Success

Cam Giang District Party Committee has 22 grassroots Party Committees with 268 subordinate Party cells. By January 25, 2025, all Party cells under the grassroots Party Committees had completed the congress for the 2025-2027 term, electing 717 Party Committee members. Of these, 517 comrades were re-elected, 200 comrades participated for the first time. The congress elected 268 Party cell secretaries, of which 196 were re-elected, 72 were new Party cell secretaries.

As the Party cell with the largest number of Party members in Cao An commune (Cam Giang), with 119 Party members, Phu An village Party cell successfully organized a congress in mid-December 2024. The congress elected a Party cell committee of 5 comrades, of which 4 were re-elected and 1 was a first-time member of the Party cell. The comrades were elected to the Party cell with over 90% of the votes. Party members and people in the village were excited about the success of the congress.

According to the assessment of the Organizing Committee of Cam Giang District Party Committee, the grassroots Party Committees have led and directed the Party cell congresses to strictly implement the personnel work process of the congress according to the instructions. The election ensures democracy, objectivity, and compliance with the election regulations within the Party. The list of expected personnel for the Secretary, Deputy Secretary, and Party cell committee to be elected is mostly elected, ensuring the same as the personnel plan prepared by the previous Party Committee with a high concentration of votes.

By March 7, all 246 Party cells under the grassroots Party Committee of Thanh Ha District Party Committee had completed their congresses for the 2025-2027 term. Of these, 179 Party cells elected Party cell committees, 52 Party cells elected only secretaries and deputy secretaries, and 15 Party cells elected only secretaries. For Party cells in villages and residential areas in the district, over 95% of Party cell secretaries are village and residential area heads. For Party cells in agencies, nearly 60% of Party cell secretaries are heads of agencies.

According to the assessment of the Standing Committee of Thanh Ha District Party Committee, in general, the Party cell congress has well implemented the contents and requirements set out in Directive No. 35 of the Politburo and the guidance of the Provincial Party Committee's Organization Board. The congress strictly implemented the principles and regulations of the Party Charter and the election regulations within the Party. The implementation of the tasks of organizing cadres before, during and after the congress of the Party cells ensured compliance with regulations. The ideology of cadres, party members and people was stable without any petitions or complaints.

According to statistics from the Provincial Party Committee's Organizing Committee, as of April 4, the entire province had 4,047 party cells under the grassroots party committees that had completed organizing congresses, reaching more than 98%. The remaining party cells that have not yet organized congresses are mainly in the banking, tax, treasury sectors... which are in the process of restructuring their organizational apparatus.

Timely leadership and direction

In general, the congresses of Party cells under the grassroots Party Committees in the province were organized in accordance with the Party's principles and the instructions of the Provincial Party Committee's Organization Board. The grassroots Party Committees have thoroughly grasped and seriously implemented the guiding documents from the province to the grassroots level on organizing congresses of Party cells under the grassroots Party Committees.

Comrade Pham Dinh Chuong, Secretary of Phu An Village Party Cell, Cao An Commune (Cam Giang) said that the success of the Party Cell Congress was thanks to the solidarity and consensus of the entire political system. Along with the direct and close leadership and direction of the Party Committee, the Party Cell Committee developed a plan to organize the congress, assigning specific tasks to each Party Cell Committee member and Party members early on. Party members were assigned to prepare focused content that was close to the practical situation of the Party Cell. In particular, thanks to good training, resource creation and compliance with personnel procedures, the election of Party Committees and the positions of Party Cell Secretary and Deputy Secretary was carried out smoothly.

The representative of the Organizing Committee of Nam Sach District Party Committee shared that in order to complete the congress on schedule, the Standing Committee of the District Party Committee promptly issued a plan on directing the congress of the Party cells directly under the grassroots Party Committee. The Standing Committee of the District Party Committee assigned Party committees and cadres to directly monitor the grassroots congresses and organize conferences to share experiences after the congresses. The Organizing Committee of the District Party Committee provided specific instructions during the preparation and implementation of the congress and promptly resolved any arising situations. It provided instructions on the implementation of the Party Committee personnel procedures to ensure compliance with regulations. In special cases or new issues arising, it would be reported to the Standing Committee of the District Party Committee for consideration and direction.

Through the reporter's investigation, in addition to the achieved results, in the process of organizing the Party cell congress, a few Party cells prepared political reports of limited quality. The content of the assessment of the implementation results of the Congress resolution for the 2022 - 2025 term is not specific. The leadership and direction of the Party cell congresses of a few grassroots Party Committees is not thorough, especially the personnel work is not strict, leading to the election of Party cell secretaries not being elected according to the established personnel plan...

After reaching an agreement, the Party Committee of Nghia An commune decided not to organize a typical Party cell congress but to organize it in two simultaneous phases.

The Party Committee assigns responsibilities and assigns Party Committee members in charge of Party cells to directly guide the Party cell in organizing the congress at all stages. Regularly grasp, urge, and inspect so that the organization of Party cell congresses takes place successfully. The Party Committee directs Party Committee members assigned to be in charge of Party cells to strengthen their grasp of the situation, ideology, and public opinion, promptly resolve issues arising from the grassroots, opinions, and recommendations of cadres, Party members, and people in the Party cell.

With clear direction on people and work, in accordance with the actual situation of each Party cell, the congress of 11 Party cells in the commune Party Committee elected the Party cell committee, secretary, and deputy secretary in accordance with regulations and instructions, ensuring quantity, structure and quality. To successfully organize the Party cell congress, based on the regulations, plans and instructions of the Central, Provincial and City Party Committees, the Party Committee has directed the Party cells to develop specific and scientific plans and contents of the congress, ensuring compliance with the Party Charter.

One of the decisive factors for the success of the congress is the personnel work of the new Party Committee. Clearly identifying the important role of the Party Committee's personnel work in leading and implementing political tasks in the locality, the Party Committee of the ward pays special attention to developing a personnel plan for the Party Committee at each Party cell.
