The working delegation of Lao Cai province had a working session with the Ministry of Information and Communications (MIC) on coordinating the province's digital transformation in 2023 on the afternoon of August 11, in Hanoi.
On the side of the Ministry of Information and Communications, there were Deputy Minister Nguyen Huy Dung and related units under the Ministry; Lao Cai province had comrade Trinh Xuan Truong, Chairman of the Provincial People's Committee and leaders of related departments and branches.
At the meeting, the leaders of the Department of Information and Communications of Lao Cai province reported on the results of implementing the provincial digital transformation coordination plan in 2023.
Implementing Plan No. 2032/KH-BTTTT-UBNDLC dated May 31, 2023 on coordinating the implementation of digital transformation activities in the province in 2023 between the Ministry of Information and Communications and the People's Committee of Lao Cai province, the two sides agreed to carry out 24 key tasks.
Up to now, 17/24 tasks have achieved certain results; 7/24 tasks have not yet achieved results.
Notably, the provincial data connection and sharing platform (LGSP) continues to develop and put into use, deploying the integration of 29 applications, connecting with information systems, national databases on population, land, finance, justice, construction, enterprises, social insurance, etc. and electronic payment platforms, National Public Service Portal.
As of June 7, 2023, Lao Cai province ranked 1st out of 63 localities nationwide in terms of the number of data mining transactions via the National Data Integration and Sharing Platform (NDXP) with 42 million transactions, equivalent to the first-ranked agency in the block of ministries and branches, the Ministry of Public Security with 45 million transactions.
Regarding the implementation of the overall digital hospital model (task number 6), the Department of Health and hospitals are requesting appraisal of projects; Outline and detailed estimate of the project to upgrade information technology infrastructure at the Obstetrics and Pediatrics Hospital; Appraisal of the Investment Proposal Report for the project: Upgrading information technology infrastructure to serve the implementation of Digital Transformation at Lao Cai Provincial General Hospital in the period of 2023 - 2025. The main projects are upgrading the information technology infrastructure of hospitals.
Regarding the content of implementing a centralized and unified educational digital transformation platform across the province (task number 7), the Department of Education and Training and the Department of Information and Communications held a conference to solicit opinions from the entire education sector to set out requirements, problems and invite businesses capable of participating in the pilot. Currently, 2 businesses have registered. The Department of Education and Training has reported to the Provincial People's Committee to request permission to deploy a pilot solution for the overall information management platform for the education sector in Lao Cai province.
Regarding the digital border gate (task number 23), the Ministry of Information and Communications has issued a document and worked with the General Department of Customs. On the Lao Cai province side, the infrastructure has been fully invested, the implementation process on the platform has been unified by the using units (3 trial runs have been carried out), currently waiting for the General Department of Customs to conduct a survey to allow connection and data sharing...
At the meeting, delegates attending the meeting discussed the difficulties and obstacles of the locality in implementing digital transformation; discussed solutions to continue implementing 24 agreed contents on digital transformation coordination in Lao Cai province in 2023.
Deputy Minister of Information and Communications Nguyen Huy Dung highly appreciated the attention and good implementation of digital transformation contents of Lao Cai province.
In 2023, Lao Cai is interested in the digital government pillar and this is a correct orientation, creating a foundation for digital transformation in the following years.
On that basis, the coming years will focus on implementing the contents of the digital economy and digital society pillars to create a balance between the pillars.
The Deputy Minister basically agreed with the proposals and recommendations of Lao Cai province; the Ministry's agencies will continue to support Lao Cai province to remove the difficulties it is facing.
Along with that, the Deputy Minister had specific answers and instructions for each proposal of the province; emphasized that Lao Cai needs to have specific considerations, calculate the investment efficiency of related contents, continue to pay attention to promoting the development of databases, shared platforms; pay attention to the issue of network security but the total investment cost for this content does not exceed 20% of the investment level for digital transformation...
Speaking at the meeting, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong affirmed that Lao Cai always pays attention to, creates all conditions, and is determined in implementing digital transformation contents.
In the 3 months of implementing the coordination contents, it can be said that the amount of work done is very large, the results cannot be evaluated by specific numbers, however, these are important contents, creating the foundation for digital transformation in the following years.
On the local side, the most difficult thing is to mobilize resources and how to bring about practical results. Lao Cai hopes that in the coming time, the central agencies will have institutional synchronization, issue specific norms and unit prices in investment related to implementation in localities; continue to be supported in investing in developing telecommunications infrastructure to increase coverage, serve people as well as carry out digital transformation here.
Previously, the Department of Information and Communications of Lao Cai province received 2 officials from the Ministry of Information and Communications who were assigned to work at the Department from May 19, 2023. This is part of the digital transformation coordination plan between the Ministry of Information and Communications and Lao Cai province.
The reinforced staff of the Ministry of Information and Communications will work directly at the Department, supporting work, training, and fostering information technology and digital transformation for the locality. At the same time, helping the coordination between the Ministry of Information and Communications and Lao Cai province to be carried out regularly, promptly, and consistently; mobilizing the participation of relevant agencies to promote overall and comprehensive digital transformation in the province.
Deploy training programs on digital transformation for leaders at all levels, specialized officials, experts in information technology application and digital transformation in the province; deploy programs to popularize digital skills for people; develop human resources for information security and train experts in information security.
Deploying a number of key projects in the 2023 - 2025 period; activities to develop the IT&T industry and state management of digital transformation in the province.
According to the coordination plan between the Ministry of Information and Communications and Lao Cai province, the tasks in the coming time will focus on building mechanisms, policies, and state management work on digital transformation; reviewing and assessing the current status of infrastructure, human resources for digital transformation, information security; consulting on planning, architecture, and overall models of digital transformation, smart cities, and overall planning for database development in a synchronous and interconnected manner, following a roadmap suitable to the reality of Lao Cai province. |
