Implementing the movement "Digital literacy for the people", the Youth Union and Associations at all levels in the province have deployed many practical activities to improve digital capacity for people.
Responding to the movement "Digital Education for All", in Youth Month 2025, the youth of Nam Sach town actively coordinated with the police to support organizations, businesses, and individuals with electronic identification, deploying volunteer Saturdays to support people in handling administrative procedures, instructing people to integrate personal documents into the VNeID application, using QR codes for payment, and propagating about fraud and malicious content on cyberspace...
On the weekend, at the Nam Sach town police headquarters, there were still many business representatives coming to get support for integrating electronic identification accounts. Lieutenant Pham Minh Hung, Secretary of the Town Police Youth Union, enthusiastically guided people to fill in information related to tax codes, business codes, etc.
The Nam Sach Town Police Youth Union currently has 7 members. The members have directly gone to each business to provide support. Therefore, although the implementation has only been going on for 2 weeks, up to now, 40% of businesses in the town have been supported to integrate information into the electronic identification account of the head.
After attending the training course on “Digital Education for the People” organized by Hai Duong Provincial Youth Union, Ms. Pham Thi My Linh, Deputy Secretary of Ninh Giang Town Youth Union, quickly conveyed the information to the youth union members in the town’s “Digital Education for the People” volunteer team. From this team, knowledge dissemination sessions were organized to many people, especially the elderly.
They reminded people not to trust any phone calls, not to click on strange links, and if they have any problems, to go directly to the Town People's Committee for resolution.
“Going to every alley, knocking on every door” is what the youth volunteer team of Le Thanh Nghi ward (Hai Duong city) has been doing in recent days to improve digital capacity for people, especially the elderly.
At the age of 80, Ms. Hoang Thi Thuy Nga uses a smartphone but still does not know how to use many operations and applications. Through the "Digital Education for All" movement, young people have come to her house to guide her to update information and documents on the VNeID application and to warn people against fraudulent calls. Ms. Nga said that this movement of young people is very practical and helpful to people.
In Kien Phuc commune (Ninh Giang), from 2024 to now, many administrative procedures have been supported by young people to register online right on the phone, helping to save time and avoid having to travel far. Many people are not familiar with technology and were initially hesitant. However, after being instructed, they gradually got used to registering documents, looking up results, and paying fees right on the phone.
The "Digital Education for All" movement for the 2025 - 2027 period was deployed nationwide by the Central Committee of the Vietnam Youth Union from February 2025 to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
In Hai Duong, the "Digital Education for All" movement will be deployed to all levels of the Youth Union and Associations in the province in 2025, culminating in Youth Month and the Summer Youth Volunteer Campaign. Commune-level Youth Union and Associations will coordinate to establish at least one "Digital Education for All" team suitable to the actual conditions of the locality and unit.
Union officials, association members, and young people with good knowledge of technology are the core force, with a sense of responsibility, enthusiasm, digital thinking and skills, digital technology, and the ability to communicate, guide, and support people in using digital technology.
With the advantage of youth, dynamism and creativity, models and tasks associated with the "Popular Digital Education" movement of young people will quickly promote and improve digital skills for the entire population, ensuring that the national digital transformation process takes place effectively and synchronously.
"Digital Literacy for All" is a program to popularize digital knowledge and skills for all classes of people.
In November 2024, General Secretary To Lam emphasized the implementation of the "Digital Literacy for the People" movement to eliminate digital illiteracy, so that no one is left behind in the national digital transformation process.
