True "quality" of modern management
On February 20, 2025, the People's Committee of Hai Duong province issued Plan No. 726/KH-UBND on implementing Resolution No. 03/NQ-CP dated January 9, 2025 of the Government and Action Program No. 113-CTr/TU dated February 18, 2025 of the Provincial Party Committee to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation in Hai Duong province.
On the afternoon of March 7, the Department of Science and Technology organized a training course on the use of management software to monitor the progress of tasks in Plan 726 for more than 40 officers and specialists assigned as focal points for use, from departments, branches, sectors, units and localities in the province. This marked an important milestone in the concretization of Resolution 57 of the Politburo in the province.
The above software is used on web platform at the addresshttps://cddh.haiduong.gov.vn; The Department of Science and Technology has configured all 81 tasks from Plan 726 of the Provincial People's Committee according to the specific assignment of tasks to departments, branches, sectors, units and localities in the province.
The work progress management software is basically developed to be close to the reality of work management, practical and easy to use, effectively meeting the requirements of Resolution 57 as well as the provincial leaders, especially the spirit of 5 clear: clear people, clear work, clear time, clear results, clear responsibilities.
"With this software, professionals can clearly see each specific task as well as the time it takes to complete it. In addition, for tasks that are close to the deadline, the system will display a countdown in red. Work management is therefore much more convenient," said Ms. Tran Thi Hong Van, Head of the Department of Culture, Science and Information (Chi Linh City People's Committee).
Sharing the same view of appreciating the utility and effectiveness of the work progress management platform, according to Mr. Nguyen Duy Duong, Head of the Department of Culture, Science and Information (People's Committee of Ninh Giang district), Resolution 57 will create strong breakthroughs in the development of science, technology, innovation and digital transformation.
“Therefore, implementing tasks in the spirit of Resolution 57 is one of the top priorities of the locality. If we imagine the implementation of tasks from the grassroots level to higher levels as a chain, then just one factor, whether subjective or objective, leading to the omission of a task can affect the overall implementation progress. These pressures are basically relieved through software for managing and monitoring work progress,” said Mr. Duong.
The above mentioned software for managing and monitoring work progress has been installed and operated at the Provincial Data Center to ensure strict security requirements. Each agency and unit is given an account to use the software, providing it to the focal staff to perform the synthesis task.
Towards in-depth digital governance
Software access accounts include system administrator accounts (admin), issued to specialists of the Department of Science and Technology, with the task of monitoring and synthesizing reporting data; accounts issued to departments, branches, sectors, and localities to monitor, update, and manage progress with each specific task. Agencies, units, and localities in the province have assigned focal points to deploy the software.
According to Ms. Do Thi Hong Chinh, Deputy Head of the Information Technology Department (Department of Science and Technology), Plan 726 of the Provincial People's Committee sets out 81 tasks. "Each task is divided into the implementing unit and the coordinating unit. Through the management and progress monitoring software, the coordinating unit will update the related tasks right on each task item. Based on that, the implementing unit can grasp the coordination process, make suggestions or deploy related work," Ms. Chinh said.
According to Plan 726, periodically every month or during the implementation process, departments, branches, units, and localities in the province must report and update progress reports on the implementation of related tasks on the software. Based on these reported figures and data, the Department of Science and Technology will synthesize and evaluate the results.
Then, make a report to the Provincial People's Committee in case the agencies and units complete the task; otherwise, it will be returned to the agencies and units for adjustment and supplementation with comments and proposals.
In addition, the above software allows extracting report data with completion time. From there, it can be compared with the task implementation plan.
With the spirit of "running while queuing", during use, the software for managing and monitoring work progress needs to improve some features, such as adjusting the report template when extracting data, updating work processing results according to specific instructions, detailing work content by month... The Department of Science and Technology has coordinated with the software development unit to upgrade and adjust in March 2025.
“In addition, the data is also synchronized with the system of the provincial Intelligent Operation Center (IOC) and synchronizes reporting data to the command and operation application, installed on smart mobile phones,” said Nguyen Cao Thang, Director of the Department of Science and Technology.
In the coming time, the Department of Science and Technology will coordinate with units in the province to specify the tasks of each agency and unit, identify key contents that need to be implemented in science, technology, innovation and digital transformation. Especially specialized solutions to build a large database and implement digital transformation in a systematic and synchronous manner, creating a solid foundation for digital economic development.
“The proposed goals, tasks and solutions will be determined on a more specific basis, with a clearer implementation roadmap, implementation time, completion time, results and specific products. During the implementation process, the software for managing and monitoring work progress will also continue to be adjusted and improved according to each new task,” Mr. Nguyen Cao Thang added.
