Waste is all around us, we must constantly fight it.

Uncle Ho is a shining example of practicing thrift and fighting waste. He emphasized that waste is not only wasting people's money and sweat and tears, but more dangerously, embezzlement, waste and bureaucracy are dangerous "internal invaders" that cause degeneration and degradation of revolutionary morality, destroy the spirit of purity and the will to overcome difficulties of cadres and party members, and pose a direct threat to national security and the survival of the regime.

Although the entire Party, people and army have always fought and prevented corruption, negativity and waste are still complicated and increasingly sophisticated. Waste is still quite common, in many different forms, and has caused serious consequences for social development. Waste causes a decline in human resources, financial resources, reduces production efficiency, increases the cost burden, depletes resources, widens the gap between rich and poor; reduces people's trust in the Party and the State, creating invisible barriers that miss opportunities for the country's socio-economic development.

Specifically, waste in some areas such as construction quality, law improvement does not meet the practical requirements of the innovation process, leading to limited law enforcement, causing loss and waste of resources. Administrative procedures are cumbersome, wasting time and effort of businesses and individuals.

The state apparatus sometimes and in some places operates ineffectively, causing waste of development opportunities for localities, regions and the country. A number of officials are corrupt, incompetent, avoid and push away work, and are afraid of responsibility.

Low productivity and labor quality; some natural resources and public assets are not managed and used effectively. Slow disbursement of public investment capital, equitization and divestment of state-owned enterprises. Slow rearrangement and handling of state-owned houses and land...

General Secretary To Lam wrote an article and called on the entire Party, people, army, and political system to unite in fighting waste. General Secretary To Lam proposed four key solutions to prevent waste, with the core points being the need to unify the perception that the fight against waste is a arduous and complicated fight against "internal invaders", no less than the fight against corruption and negativity.

Focus on perfecting and effectively implementing institutions to prevent waste. Strictly handle individuals and groups whose actions and behaviors cause loss and waste of State, social and people's assets. Focus on thoroughly resolving the causes leading to waste of assets, natural resources and resources to develop the country and care for people's lives. Build a culture of preventing waste; make practicing thrift and fighting waste a regular activity like "washing your face every day"...

Party committees, authorities, each locality, agency, unit and each individual need to pay attention to implementing well the solutions proposed by the General Secretary. In the implementation process, it is necessary to promote the exemplary and pioneering role of cadres and party members. Closely combine the efforts and training of each cadre and party member with the assistance, inspection and supervision of party organizations, authorities, unions and people.

Every cadre and party member, especially leaders, must be a pioneer and exemplary in practicing thrift, fighting waste, and performing well assigned tasks in conjunction with studying and following Ho Chi Minh's ideology, morality, and style.
