People's Police is an exemplary model of streamlining the apparatus.

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", the Ministry of Public Security has set an example in streamlining the apparatus, reducing intermediate levels, and improving work efficiency.

However, hostile and reactionary forces are trying to propagate false arguments, blatantly distorting and denying the policies, plans and achievements of the streamlining of the people's public security apparatus.

They “used the excuse” that General Secretary To Lam came from the police force (formerly the Minister of Public Security) to spread distorted propaganda in the mass media that “the Ministry of Public Security miraculously escaped the wave of streamlining the state apparatus”, “the Ministry of Public Security was exempted from streamlining, exempted from streamlining”… with the general idea that the General Secretary would “ignore” and “protect” the Ministry of Public Security, in order to smear and discredit the Party leadership, and present a distorted “perspective” on the streamlining of the people's public security force apparatus.

The truth is quite the opposite. Under the strong direction of Comrade To Lam when he was the Minister of Public Security, the Ministry of Public Security began to reorganize and streamline its apparatus in 2017 and has continued to take the lead in streamlining to date. Notably, the activities of district-level police were terminated to strengthen grassroots-level police and the merger of units with appropriate functions and tasks.

They plotted to propagate distorted arguments and distort the truth about the new functions and tasks of the people's police force after streamlining the apparatus in order to depoliticize the armed forces.

With the end of the district-level police force's activities following the Party's streamlining policy to increase police personnel at the grassroots level to stay close to the locality and serve the people, hostile forces are spreading rumors that the police force is "expanding territory" or "sending traffic police to the commune to harass the people"...

It is necessary to realize that at the grassroots level, there are many problems arising related to security and order. If not resolved and handled promptly and early, it will lead to complications, directly affecting people's lives. The strengthening of the police force or the transfer of some functions and tasks to the commune-level police has been carefully studied, evaluated, and considered with the highest goal of ensuring and maintaining security and order, serving the people.

Streamlining the apparatus is not only about reducing units in an organization but also about streamlining functions and tasks to ensure work efficiency and avoid duplication and overlap.

The Ministry of Public Security’s acceptance of new tasks has been thoroughly researched and considered. These tasks previously belonged to other ministries and sectors, often overlapping with the state management functions of the police force or not suitable for the functions of that ministry or sector, so the operational efficiency is still limited. Therefore, when accepting additional tasks, it is not a “bloating” of the apparatus but a form of “streamlining” in the overall functions and tasks.

The process of streamlining the organizational apparatus is a very sensitive issue when it comes to the interests of cadres in agencies and organizations in the political system. Therefore, in addition to fighting against false arguments, all levels and sectors need to strengthen political education, combined with encouragement and motivation so that cadres can correctly perceive the purpose and great effects of this process, contributing to forming the determination to successfully carry out the work, even accepting to sacrifice personal interests to serve the interests of the collective.
