Disciplinary action against Minister and former Minister of Labor, War Invalids and Social Affairs

On May 14, Prime Minister Pham Minh Chinh signed decisions to discipline the Minister and former Minister of Labor, War Invalids and Social Affairs.

Specifically, in Decision No. 413/QD-TTg, the Prime Minister decided to discipline Mr. Dao Ngoc Dung, Minister of Labor, War Invalids and Social Affairs for the 2016-2021 term, in the form of a reprimand due to violations and shortcomings in his work and the Politburo has disciplined him; the disciplinary period is calculated from the date of announcement of Decision No. 1198-QDNS/TW dated April 23, 2024 of the Politburo.

In Decision No. 414/QD-TTg, the Prime Minister decided to discipline Ms. Pham Thi Hai Chuyen, former Minister of Labor, War Invalids and Social Affairs for the 2011-2016 term, in the form of a Warning due to violations and shortcomings in her work and the Politburo had disciplined her; the disciplinary period is calculated from the date of announcement of Decision No. 1199-QDNS/TW dated April 23, 2024 of the Politburo.

The above decisions take effect from May 14, 2024.

Previously, on April 19, 2024, at the Party Central Committee Headquarters, the Politburo and the Secretariat reviewed and disciplined the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2011-2016 term.

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that the Party Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2011-2016 term violated the principle of democratic centralism, Party regulations, State laws and Working Regulations; lacked responsibility, loosened leadership and direction, allowing the Ministry and a number of collectives and individuals under the Ministry to commit many violations and shortcomings in organizing the purchase and transfer of program sets, vocational teacher training; in advising on the promulgation, amendment and implementation of the Project on transferring program sets; training and fostering teachers and vocational training managers; pilot training of key occupations (Project 371), the Project on developing high-quality vocational schools (Project 761); violated legal regulations in organizing the implementation of orders, creating conditions for the International Progress Joint Stock Company (AIC) to participate in large-value bidding packages to gain illegal profits.

The violations of the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2011-2016 term were systematic and lasted for many years, leading to violations and shortcomings in the implementation of many bidding packages from 2011 to 2021, with a huge risk of loss and waste of time, human resources and state budget, causing serious consequences that are difficult to overcome, causing public outrage, and reducing the reputation of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

The Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2016-2021 term violated the principle of democratic centralism, Party regulations, State laws and Working Regulations; lacked responsibility, slackened leadership and direction, and failed to detect that the Ministry and a number of collectives and individuals under the Ministry continued to commit many violations and shortcomings in advising on amendments, supplements, and organizing the implementation of Project 371 and Project 761; and in organizing the implementation of bidding packages implemented by AIC and enterprises in the AIC ecosystem.

The violations of the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2016-2021 term were systematic, occurred over a long period of time, caused a risk of huge loss and waste of time, human resources and state budget, caused serious consequences that were difficult to overcome, outraged public opinion, and reduced the reputation of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

Mr. Dao Ngoc Dung, member of the Party Central Committee, Secretary of the Party Committee, Minister of Labor, War Invalids and Social Affairs, violated the principle of democratic centralism, Party regulations, State laws, regulations on what Party members are not allowed to do and the responsibility to set an example, Working regulations; loosened leadership, direction, and management, allowing the Ministry and a number of collectives and individuals under the Ministry to commit many violations, shortcomings, and risks of huge losses and waste of the state budget, causing serious consequences that are difficult to overcome, bad public opinion, and reducing the prestige of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

When holding the position of Member of the Party Central Committee, Secretary of the Party Committee, Minister of Labor, War Invalids and Social Affairs, Ms. Pham Thi Hai Chuyen violated the principle of democratic centralism, Party regulations, State laws, regulations on what Party members are not allowed to do and the responsibility to set an example, and Working Regulations; loosened leadership, direction, and management, allowing the Ministry and a number of collectives and individuals under the Ministry to commit many violations and shortcomings; violated legal regulations in organizing the implementation of orders, creating conditions for AIC Company to participate in bidding packages, causing a huge risk of loss and waste of the state budget, causing serious consequences that are difficult to overcome, bad public opinion, and reducing the reputation of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

Based on the content, nature, level, consequences, and causes of violations by the Party organization and the above-mentioned individuals; according to the Party's Regulations on disciplinary action against violating Party organizations and Party members, the Politburo decided to reprimand Mr. Dao Ngoc Dung and warn Ms. Pham Thi Hai Chuyen.

The Secretariat decided to issue a disciplinary warning to the Party Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2011-2016 term; and reprimand the Party Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2016-2021 term.
