Questioning on the morning of June 6, Delegate Nguyen Ngoc Son said that the report of the Organization for Economic Cooperation and Development (OECD) said that the majority of research and development (R&D) human resources in OECD countries belong to the business sector. Meanwhile, in Vietnam, according to the White Book on Science and Technology, R&D human resources in the business sector account for only 15.17%. This is a very small proportion compared to the requirements of industrialization and modernization of the country. The delegate asked Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung what mechanisms and policies have been implemented to promote development and shift, increasing the proportion of R&D human resources in the business sector? The delegate also sent this question to Deputy Prime Minister Tran Hong Ha.
Responding to this question, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that recently, the Ministry has tried to implement and achieved certain results. In terms of artificial intelligence, the green AI digital profession has been updated and added to the list of professions; approved the training and retraining of 20 new professions on a pilot basis; and deployed the profession of industrial electricity and industrial mechatronics.
“However, there are still many limitations. The report sent to the National Assembly pointed out 4 major limitations and solutions in the coming time. The Ministry will continue to propose to the Government as well as the National Assembly Standing Committee to pay more attention to this field, especially allocating financial resources for this work. Second, it is necessary to soon issue full output standards. Third, it is necessary to accelerate the development of model models of green facilities, smart facilities, and artificial intelligence. Fourth, it is necessary to support vocational training institutions in digital transformation, green transformation, spatial transformation, and social transformation. We must boldly apply the transfer of curriculum and technology from advanced countries,” Minister Dao Ngoc Dung replied.

Believing that the answer of the Minister of Labor, War Invalids and Social Affairs was not satisfactory and did not focus on the question asked by the delegate, delegate Nguyen Ngoc Son continued to debate this issue at the question-and-answer session that afternoon.
Delegate Nguyen Ngoc Son said that the current data on human resources for research and development in enterprises accounts for a very small proportion compared to the requirements. At the same time, delegate Nguyen Ngoc Son wondered whether research and development projects in enterprises are increasing, but does Vietnam have enough high-quality human resources for these enterprise research and development centers?
Answering the question of the delegates regarding the development of high-quality human resources, Deputy Prime Minister Tran Hong Ha said that in the coming time, from the perspective of thinking and policy, the country's green growth policy, human resource development, education and training, science and technology will be reviewed. All of these issues are closely related to one of the three breakthroughs, which is human resource development.

The Deputy Prime Minister emphasized that the Party and the State are very interested and have established a fund, but labor productivity has not yet made a breakthrough. Therefore, it is necessary to focus on research, innovation, and investment in human resources, with interconnection from general education to secondary education, college, university, graduate school, professorship, and doctorate. This requires interconnection between basic research, research, technology transfer, and implementation research. In particular, it is necessary to allocate resources to focus on training, especially for businesses that need to pay attention to research related to artificial intelligence, biopharmaceuticals, the Internet of Things, quantum computers, new energy, etc. These are potentials to create jobs for workers, but the starting point must be from resources. Vietnam may be behind, but it can take the lead, especially in relation to digital transformation, green transformation, and energy transformation.
Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that it is necessary to really focus on investment, innovation and quality improvement to train human resources in general, especially high-quality human resources, improve competitiveness, and harmoniously balance the training of workers and teachers in the general training scale of the country.
Regarding solutions, the Minister said that it is necessary to first focus on creating changes in social awareness, the meaning of vocational training, vocational skills requirements to access new jobs, increase income, and lifelong learning; review and supplement the entire system of policies on vocational education, link vocational education with the labor market in an open and interconnected direction, implement cultural learning in vocational schools; accelerate the roadmap for vocational universalization for rural youth, especially youth in mountainous areas...
