Disciplinary action against Minister Dao Ngoc Dung and former Minister Pham Thi Hai Chuyen

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that:

1. For violations by the Party Committee of the Ministry of Labor, War Invalids and Social Affairs and related individuals

The Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2011-2016 term violated the principle of democratic centralism, Party regulations, State laws and working regulations; lacked responsibility, loosened leadership and direction, allowing the Ministry and a number of collectives and individuals under the Ministry to commit many violations and shortcomings in organizing the purchase and transfer of program sets, vocational teacher training; in advising on the promulgation, amendment and implementation of the Project on transferring program sets; training and fostering teachers and vocational training managers; pilot training of key occupations (Project 371), the Project on developing high-quality vocational schools (Project 761); violated legal regulations in organizing the implementation of orders, creating conditions for Tien Bo International Joint Stock Company (AIC) to participate in large-value bidding packages to gain illegal profits. The violations of the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2011-2016 term were systematic and lasted for many years, leading to violations and shortcomings in the implementation of many bidding packages from 2011 to 2021, with a huge risk of loss and waste of time, human resources and state budget, causing serious consequences that are difficult to overcome, causing public outrage, and reducing the reputation of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

The Party Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2016-2021 term violated the principle of democratic centralism, Party regulations, State laws and working regulations; lacked responsibility, slackened leadership and direction, failed to detect that the Ministry and a number of collectives and individuals under the Ministry continued to commit many violations and shortcomings in advising on amendments, supplements, and organizing the implementation of Project 371 and Project 761; in organizing the implementation of bidding packages implemented by AIC and enterprises in the AIC ecosystem. The violations of the Party Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2016-2021 term were systematic, occurred over a long period of time, caused a risk of huge loss and waste of time, human resources and state budget, caused serious consequences that were difficult to overcome, outraged public opinion, and reduced the reputation of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

Comrade Dao Ngoc Dung, member of the Party Central Committee, Secretary of the Party Committee, Minister of Labor, War Invalids and Social Affairs, violated the principle of democratic centralism, Party regulations, State laws, regulations on what Party members are not allowed to do and the responsibility to set an example, working regulations; loosened leadership, direction, and management, allowing the Ministry and a number of collectives and individuals under the Ministry to commit many violations, shortcomings, and risks of huge losses and waste of the state budget, causing serious consequences that are difficult to overcome, bad public opinion, and reducing the prestige of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

Comrade Pham Thi Hai Chuyen, while holding the position of Member of the Party Central Committee, Secretary of the Party Committee, Minister of Labor, War Invalids and Social Affairs, violated the principle of democratic centralism, Party regulations, State laws, regulations on what Party members are not allowed to do and the responsibility to set an example, working regulations; loosened leadership, direction, and management, allowing the Ministry and a number of collectives and individuals under the Ministry to commit many violations and shortcomings; violated legal regulations in organizing the implementation of orders, creating conditions for AIC Company to participate in bidding packages, causing a huge risk of loss and waste of the state budget, causing serious consequences that are difficult to overcome, bad public opinion, and reducing the reputation of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

Comrade Huynh Van Ti, while holding the position of Member of the Party Central Committee, Member of the Party Executive Committee, Deputy Minister of Labor, War Invalids and Social Affairs, violated Party regulations, State laws, regulations on what Party members are not allowed to do and responsibilities to set an example, Working regulations, causing serious consequences, risk of huge loss and waste of the state budget, causing bad public opinion, reducing the reputation of the Party organization and the Ministry of Labor, War Invalids and Social Affairs.

2. Violations by some party members at the Party Committees of Quang Ngai, Vinh Phuc, Dak Lak, Dak Nong, Binh Phuoc provinces

Comrades: Le Viet Chu, former member of the Party Central Committee, former Secretary of the Quang Ngai Provincial Party Committee; Pham Hoang Anh, Standing Deputy Secretary of the Vinh Phuc Provincial Party Committee; Doan Huu Long, former member of the Provincial Party Committee, former Secretary of the Party Committee, former Director of the Department of Health of Dak Lak province; Dang Gia Dung, former member of the Provincial Party Committee, former Secretary of the Party Committee, former Director of the Department of Construction of Dak Nong province; Ma Ly Phuoc, member of the Provincial Party Committee, Deputy Head of the Standing Committee of the Mass Mobilization Committee of Binh Phuoc province have degraded in political ideology, ethics, and lifestyle; seriously violated the Party's regulations and the State's laws in performing assigned duties and tasks, in preventing and combating corruption and negativity, violated the Regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, and very bad effects on the reputation of the Party organization and local government.

Based on the content, nature, level, consequences, and causes of violations by the Party organization and the above-mentioned individuals; according to the Party's Regulations on disciplinary action against Party organizations and violating Party members, the Politburo decided to impose a disciplinary action of Reprimanding comrade Dao Ngoc Dung; Warning comrades Pham Thi Hai Chuyen and Huynh Van Ti and report and propose that the Party Central Committee impose a disciplinary action of Expelling comrade Le Viet Chu from the Party; The Secretariat decided to impose a disciplinary action of Warning on the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2011-2016 term; Reprimanding the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the 2016-2021 term; Expelling comrades Pham Hoang Anh, Doan Huu Long, Dang Gia Dung, and Ma Ly Phuoc from the Party.

Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
