Hai Duong province currently has 207 communes, wards and towns. Of these, 43 party secretaries are also chairmen of commune-level People's Committees.

According to the report of the Provincial People's Committee on the summary of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee, Hai Duong province has achieved many positive results in continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
Hai Duong has carried out a reasonable arrangement and reduction of commune-level administrative units that have not met the standards prescribed in terms of population size and natural area.
Before the reorganization of commune-level administrative units, the province had 265 communes, wards and towns. After the reorganization according to the resolutions of the National Assembly Standing Committee in 2 phases 2019 - 2021, 2023 - 2025, Hai Duong now has 207 units (including 151 communes, 46 wards, 10 towns), a reduction of 58 units, 323 cadres and 513 commune-level civil servants.
101/207 communes, wards and towns implement the model of Party Committee Secretary concurrently being Chairman of the People's Council at the commune level. 43/207 communes, wards and towns implement the model of Party Committee Secretary concurrently being Chairman of the People's Committee at the commune level, reaching nearly 20.8%.
Regarding villages and residential areas, Hai Duong province has arranged and merged villages and residential areas with small population size that do not meet standards. Up to now, 128 units have been reduced, leaving 1,341 villages and residential areas.
Of which, 1,227 villages and residential areas have party cell secretaries who are also village and residential area chiefs, reaching 91.5%.
