The Standing Committee of Hai Duong Provincial Party Committee assessed that the transfer and rotation of officials holding deputy positions is still inadequate.

According to Official Dispatch No. 936-CV/TU dated August 31, 2023 of the Standing Committee of the Hai Duong Provincial Party Committee, for cadres under the management of the Standing Committee of the Provincial Party Committee, the transfer and rotation of deputy heads of the Vietnam Fatherland Front; deputy heads of departments, branches, sectors, socio-political organizations at the provincial level and equivalent; Deputy Secretaries of district-level Party Committees; Vice Chairmen of People's Councils, Vice Chairmen of District-level People's Committees who have held the position for 10 consecutive years in the same locality, agency, or unit are basically carried out.

The Standing Committee of the Provincial Party Committee considers each specific case of transfer and rotation of deputy heads of public service units under the Provincial Party Committee, Provincial People's Committee and departments who have held positions for 10 consecutive years in the same agency or unit.

For cadres under the management of localities, agencies and units, it is not necessary to transfer or rotate comrades who are deputies who have held positions for 10 consecutive years in the same locality, agency or unit for the following 4 groups of subjects: Deputy heads of public service units directly under the People's Committees at provincial and district levels, deputy heads of branches, deputy heads of public service units directly under the Department level; deputy heads of departments and equivalents of the Fatherland Front, departments, branches, sectors, socio-political organizations at the provincial level; deputy heads of departments and equivalents of the Fatherland Front, departments, branches, socio-political organizations at the district level; Deputy Secretaries of Party Committees, Vice Chairmen of People's Committees at the commune level.

The Standing Committee of the Provincial Party Committee assigned the Standing Committee of the district-level Party Committee and the leaders of agencies and units to proactively consider the transfer and rotation of cadres under their management (according to the cadre management hierarchy), in the following direction: For cases that have completed the transfer and rotation process, the transfer and rotation will continue; for cases that have not yet been transferred and rotated, each specific case will be considered.

The Standing Committee of Hai Duong Provincial Party Committee assigned the Provincial Party Committee's Organizing Committee to promptly advise the Provincial Party Committee's Standing Committee to amend and supplement a number of contents in Regulation No. 619-QD/TU and Regulation No. 646-QD/TU of the Provincial Party Committee's Standing Committee, ensuring compliance with Central regulations and in accordance with the province's reality.

The Standing Committee of Hai Duong Provincial Party Committee assessed that the process of transferring and rotating officials holding deputy positions still encountered difficulties and shortcomings. The arrangement of officials with the same expertise and suitable majors to replace the rotated officials still had low work efficiency in some places, especially in public service units in health, education, natural resources and environment, economic infrastructure, etc.
