Solemn opening of the 6th Session, 15th National Assembly in Hanoi

At exactly 9:00 a.m. on October 23, the 6th Session of the 15th National Assembly solemnly opened at Dien Hong Hall, National Assembly House, Hanoi Capital.

The opening session was broadcast live by Voice of Vietnam (VOV1), Vietnam Television (VTV1), and Vietnam National Assembly Television for voters and people nationwide to follow.

Before the opening of the session, leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.

At this session, the National Assembly will consider and approve 9 draft laws and 1 draft resolution, including the Land Law (amended); the Real Estate Business Law (amended); the Housing Law (amended); the Water Resources Law (amended); the Telecommunications Law (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Citizen Identification Law (amended); the Law on Credit Institutions (amended); and a Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

The National Assembly gave opinions on eight draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction.

The National Assembly considers and decides on socio-economic issues: Assessing the results of the implementation of the socio-economic development plan and the state budget in 2023 and considering and deciding on the socio-economic development plan, state budget estimates, and the central budget allocation plan in 2024 (including reviewing the implementation of the state budget public investment plan in 2023 and deciding on the state budget public investment plan in 2024; reviewing the 3-year state budget-finance plan for 2024-2026).

The National Assembly reviewed mid-term assessment reports: results of the implementation of the 5-year plans for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.

In addition, the National Assembly reviewed reports on judicial work; Government reports on: anti-corruption work, crime and law violation prevention and control, and execution of judgments in 2023.

At this Session, the National Assembly conducted questions and answers from National Assembly deputies on the responsibilities of Government members and sector heads in implementing a number of resolutions of the 14th National Assembly on thematic supervision and questions and resolutions of the National Assembly on thematic supervision and questions from the beginning of the 15th term to the end of the 4th Session.

At the same time, the National Assembly conducted thematic supervision on "Implementation of the National Assembly's Resolutions on National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period."

The National Assembly considers and decides on the adjustment of a number of contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; considers the Report of the National Assembly Standing Committee on the results of the supervision of the settlement of voters' petitions sent to the 5th Session of the 15th National Assembly; considers the results of citizen reception, handling of petitions, and settlement of citizens' complaints and denunciations in 2023.

In particular, the National Assembly conducts a vote of confidence for people holding positions elected or approved by the National Assembly.

The 6th session has a huge workload, many important contents, high requirements on quality and completion progress.

In the past time, the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Secretary General of the National Assembly, the Ethnic Council, the National Assembly Committees, the agencies under the National Assembly Standing Committee, the National Assembly delegations, the National Assembly deputies, the National Assembly Office and relevant agencies, organizations and individuals have urgently prepared the contents to be submitted to the National Assembly for consideration and decision at the 6th Session.
