On Monday, November 27, 2023, the National Assembly continued the 21st working day of the 6th Session of the 15th National Assembly at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.
Morning
1. Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to the Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present a report explaining, accepting and revising the draft Law on Identification; then, the National Assembly voted to pass the Law on Identification by electronic voting. The results were as follows: 468 delegates participated in the vote (equal to 94.74% of the total number of National Assembly delegates); 431 delegates approved (equal to 87.25% of the total number of National Assembly delegates); 21 delegates did not approve (equal to 4.25% of the total number of National Assembly delegates); 16 delegates did not vote (equal to 3.24% of the total number of National Assembly delegates).
2. Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a report explaining, accepting and revising the draft Law on Housing (amended); then, the National Assembly voted to pass the Law on Housing (amended) by electronic voting. The results were as follows: 468 delegates participated in the vote (equal to 94.74% of the total number of National Assembly delegates); 423 delegates approved (equal to 85.63% of the total number of National Assembly delegates); 34 delegates did not approve (equal to 6.88% of the total number of National Assembly delegates); 11 delegates did not vote (equal to 2.23% of the total number of National Assembly delegates).
3. Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Law on the Capital (amended) and the Government's reports on: Preliminary summary of the pilot organization of the urban government model in Hanoi and Da Nang cities and the results of 3 years of implementing the organization of urban government in Ho Chi Minh City.
At the discussion session, 28 delegates spoke, including 6 delegates who debated; the delegates basically agreed with the need to amend the Law on the Capital. In addition, the delegates focused on discussing: the organization of the government in Hanoi; the Hanoi People's Council; the model of urban government organization; planning for construction and development of the Capital; regulations on construction, development, management and protection of the Capital; policies to attract, promote talents and develop high-quality human resources; regulations on linking and developing the Capital region; the development of standards and regulations of the Capital; the application of a controlled testing mechanism, the establishment of a Venture Capital Fund; housing development; outstanding loans; mobilizing financial resources, budget and resources for the development of the Capital; developing science and technology, innovation, digital transformation; developing education and training; developing culture, etc.
Regarding the Government's reports on the preliminary summary of the pilot organization of the urban government model in Hanoi and Da Nang cities and the results of 3 years of implementing the organization of urban government in Ho Chi Minh City, the delegates' opinions basically agreed with the content of the reports and added some specific contents. Regarding the opinions of the National Assembly delegates discussing this content in group discussions and the hall, the National Assembly Standing Committee will direct the Secretary General of the National Assembly to coordinate with research agencies, absorb opinions to supplement the National Assembly's conclusions on this content into the Joint Resolution of the 6th Session, 15th National Assembly, submit to the National Assembly for approval in the direction of continuing to more effectively implement the National Assembly's Resolutions, making the best use of the special mechanisms that the National Assembly has reserved for localities.
At the end of the discussion session, Minister of Justice Le Thanh Long spoke to explain and clarify a number of issues raised by National Assembly delegates.
Afternoon
1. Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to the Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy present a Report on explanation, acceptance and revision of the draft Law on Water Resources (amended); then, the National Assembly voted to pass the Law on Water Resources (amended). The results were as follows: 472 delegates participated in the vote (equal to 95.55% of the total number of National Assembly delegates); 468 delegates approved (equal to 94.74% of the total number of National Assembly delegates); 3 delegates did not approve (equal to 0.61% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.20% of the total number of National Assembly delegates).
2. Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Law on Archives (amended). At the discussion session, 22 delegates spoke, in which the delegates basically agreed with the necessity of amending the Law on Archives and many contents of the draft Law. In addition, the delegates focused on discussing the following contents: scope of regulation, layout of the draft Law; interpretation of terms; prohibited acts; authority to manage archival documents and archival document databases; State archives, historical archives, agency archives; management of archival documents of special value; management of private archival documents; determination of document value; promotion of the value of archival documents; destruction of documents that have expired; declassification of archival documents; conditionally accessible archival documents; backup archival documents; forms and authority to manage archival documents; archival professional activities; regulations on archiving electronic and digital documents; application of information technology in archiving activities; regulations on private archiving activities; fees and charges when using archival documents; sources of documents submitted to the Historical Archives; standards for archivists; archival practice certificates; document drafting techniques; application of transitional laws and regulations...
At the end of the discussion session, Minister of Home Affairs Pham Thi Thanh Tra spoke to explain and clarify a number of issues raised by National Assembly delegates.
Tuesday, November 28, 2023: Morning, the National Assembly voted to pass the Law on Real Estate Business (amended); discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Property Auction.
In the afternoon, the National Assembly voted to pass: Resolution on piloting a number of special mechanisms and policies on investment in the construction of road traffic works; Law on Forces participating in protecting security and order at the grassroots level; and discussed in the hall the draft Law on National Defense Industry, Security and Industrial Mobilization.
