On Friday, November 24, the National Assembly continued the 20th working day of the 6th Session of the 15th National Assembly at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue (afternoon) and the direction of National Assembly Vice Chairman Tran Quang Phuong.
In the morning, the National Assembly listened to the Chairman of the National Assembly's Committee on Science, Technology and Environment, Le Quang Huy, present a report explaining, accepting and revising the draft Law on Telecommunications (amended); then the National Assembly voted to pass the Law on Telecommunications (amended). The results were as follows: 473 delegates participated in the vote (equal to 95.75% of the total number of National Assembly delegates); 468 delegates approved (equal to 94.74% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.40% of the total number of National Assembly delegates); 3 delegates did not vote (equal to 0.61% of the total number of National Assembly delegates).
The National Assembly discussed the draft Road Law in the hall. The discussion session had 24 delegates speaking, 1 delegate debating; in which the delegates basically agreed with the necessity of developing the Road Law, the structure and many contents of the draft Law.
In addition, delegates focused on discussing the following contents: name, scope of regulation of the draft Law; explanation of terms; road system planning; land fund for road infrastructure; land for road protection and maintenance; road safety corridor; investment in road construction; road transport activities; road development policy; intelligent traffic system; road database; road classification by management level, service function; rural roads, urban roads and local roads; naming and numbering of roads.
Delegates discussed the construction and exploitation of shared technical infrastructure works within the protection scope of road infrastructure; investment in construction and development of highways; national highway management and operation centers; construction of works on exploited roads; construction of irrigation and hydroelectric works within the protection scope of exploited road works; prohibited acts; state management responsibilities for road activities; amendments and supplements to the List of fees and charges issued with the Law on Fees and Charges No. 97/2015/QH13; transitional regulations...
Delegates also suggested that the Drafting Committee should conduct a specific review to avoid overlap between the Road Law and the Road Traffic Safety and Order Law, ensuring consistency with relevant legal provisions.
At the end of the discussion session, Minister of Transport Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.

The National Assembly discussed in the hall the draft Law on Road Traffic Order and Safety. The discussion session had 22 delegates speaking, 6 delegates debating; in which, the delegates basically agreed with the necessity of promulgating the Law on Road Traffic Order and Safety.
In addition, delegates focused on discussing the following contents: name, layout, scope of regulation of the draft Law; explanation of terms; State policies on road traffic order and safety; database on road traffic order and safety; prohibited acts; conditions of vehicles participating in road traffic; vehicles with priority in traffic; conditions of vehicles participating in road traffic; use of lights when participating in traffic; age of motor vehicles; compliance with road signs; responsibilities of drivers and service staff on passenger cars; responsibilities of drivers transporting goods by car; ensuring traffic order and safety for cars transporting students; working hours of drivers of cars engaged in transport business and internal transport; handling of unexpected situations causing traffic insecurity on roads; giving way at intersections; driving licenses; The issue of modernizing the activities of the traffic police force; the effective date of the Law...
Some delegates suggested that the Drafting Committee should review and eliminate unnecessary administrative procedure regulations to increase the feasibility of the Law.
At the end of the discussion session, Minister of Public Security To Lam spoke to explain and clarify a number of issues raised by National Assembly deputies.
