According to the working program, in the last working week (from November 27 to 29) of the 6th session, the National Assembly will vote to pass many laws and resolutions.

When the bill is passed, there will be many changes to the citizen identification card. In particular, according to the Government's proposal and the explanation of the National Assembly Standing Committee, the name of the citizen identification card will be changed to ID card.
The draft law amends and supplements the law in the direction of removing fingerprints, instead using QR codes to link with the National Population Database.
Some information on the card such as ID number, the words "citizen identification card", hometown, permanent residence, signature of the card issuer will be changed to personal identification number, place of birth registration, place of permanent residence registration and QR code.
Along with that, the draft law proposes to collect more than 22 groups of information in the Identity Database, including 5 biometric characteristics: portrait, fingerprint, iris, DNA, and voice.
With DNA and voice information, the draft proposes to collect only when people voluntarily provide it or during the management process of people subject to administrative measures.
The National Assembly Standing Committee believes that the name adjustment to the Law on Identification and Identification Cards is completely appropriate in terms of both scope and subjects of regulation of the draft law; achieving the goals of management and serving the people.
According to the Ministry of Public Security, the name change does not create any procedures, costs for the people or state budget expenditures because the draft law has transitional provisions.
Accordingly, legally valid documents issued using information from identity cards and citizen identification cards remain legally valid.
Citizen identification cards prescribed in legal documents before the effective date of this law have the same value as identification cards prescribed in this law.
In addition, the National Assembly also passed the Law on Housing (amended); Law on Water Resources (amended); Law on Real Estate Business (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
Resolutions voted and passed by the National Assembly include a resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works; a resolution on applying additional corporate income tax according to regulations against erosion of the global tax base;
Resolution on the results of thematic supervision of "the implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

Also in the final working week, the National Assembly will discuss the draft Law on the Capital (amended); the Law on Archives (amended); the Law on amending and supplementing a number of articles of the Law on Property Auction; the Law on National Defense Industry, Security and Industrial Mobilization.
