Press Release No. 19, 6th Session, 15th National Assembly

In the morning, under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly discussed in the hall the draft Law on Social Insurance (amended).

At the discussion session, 27 delegates spoke and 8 delegates debated; in which the delegates basically agreed with the necessity of amending the Law on Social Insurance and many contents in the Government's submission and the inspection report of the National Assembly's Social Committee.

In addition, delegates focused on discussing: expanding the subjects participating in compulsory social insurance; clarifying the subjects of beneficiaries of social insurance regimes; managing and collecting the Social Insurance Fund; principles of social insurance; responsibilities of employers; rights and responsibilities of organizations protecting employees; the Social Insurance Fund Management Board; social pension benefits and conditions for receiving social pension benefits; regimes for employees who are not eligible for pensions and have not reached the age of receiving social pension benefits; bases for paying compulsory social insurance and voluntary social insurance; handling violations of late payment and evasion of compulsory social insurance payment; issues of recuperation after illness; conditions for receiving pensions; one-time pensions upon retirement; one-time social insurance; funeral allowances; maternity allowance levels; supplementing the component funds of the social insurance fund; on social insurance management costs; on investment activities of the Social Insurance Fund;...

At the end of the discussion session, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung spoke to explain and clarify a number of issues raised by National Assembly deputies.

In the afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to Chairman of the National Assembly's Economic Committee Vu Hong Thanh present a report on receiving, explaining, and revising the draft Law on Credit Institutions (amended).

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Credit Institutions (amended).

At the discussion session, 16 delegates spoke, focusing on the following contents: scope of regulation; application of the Law on Credit Institutions, related laws and international trade practices; information security; information access mechanism; requirements to ensure the safety of electronic transactions in banking activities; cross-ownership issues; protection of customers' rights; other business activities of commercial banks; management structure of policy banks; rights and obligations of members of the Board of Directors; rights and obligations of subjects of inspection and supervision of banking activities; cases where management positions in credit institutions are not allowed; early intervention of credit institutions and foreign bank branches; measures to support credit institutions to receive early intervention; supporting credit institutions; application of special control of credit institutions; approval of credit granting, inspection of loan use; Standards and conditions for managers, operators and some other positions of credit institutions; credit institution reorganization; credit record storage; electronic transactions in credit institution operations; credit limits; organization of bankruptcy plan implementation; collateral in special loan cases; handling of collateral in administrative violation cases; support measures for the party being forced to transfer; force majeure...

At the end of the discussion session, Governor of the State Bank of Vietnam Nguyen Thi Hong spoke to explain and clarify the issues raised by National Assembly delegates.

On Friday, November 24, the National Assembly met all day in the hall.

In the morning, the National Assembly voted to pass the Law on Telecommunications (amended); then, the National Assembly discussed the draft Law on Roads.

In the afternoon, the National Assembly voted to pass the Law on Management and Protection of National Defense Works and Military Zones; then, the National Assembly discussed the draft Law on Road Traffic Order and Safety.
