Solemn opening of the 9th extraordinary session of the 15th National Assembly

At exactly 8:00 a.m. on February 12, the 9th extraordinary session of the 15th National Assembly solemnly opened at Dien Hong Hall, National Assembly House, Hanoi.

The opening session was broadcast live by Voice of Vietnam and Vietnam Television for voters and people nationwide to follow.

National Assembly Chairman Tran Thanh Man delivered the opening speech at the session.

Before that, the National Assembly held a preparatory session, listening to the following contents: Member of the National Assembly Standing Committee, Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung reported on the reception, explanation, and adjustment of the expected program of the 9th Extraordinary Session of the 15th National Assembly; then, the National Assembly discussed and voted to approve the program of the 9th Extraordinary Session of the 15th National Assembly.

The 9th extraordinary session of the 15th National Assembly is expected to close on February 19, 2025.

At this session, the National Assembly will consider and pass: Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Promulgation of Legal Documents (amended); Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus; Resolution of the National Assembly on the organization of National Assembly agencies (in case the Law on Organization of the National Assembly is decided to be amended by the National Assembly in the direction of not specifically stipulating the names of specialized agencies of the National Assembly as in the current law); Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended); Resolution of the National Assembly on the organizational structure of the Government for the term of the 15th National Assembly (amended); Resolution of the National Assembly on the structure of the number of Government members for the term of the 15th National Assembly (amended).

The National Assembly also considers and decides on personnel work within its authority.

The National Assembly will consider and decide on: Supplementing the socio-economic development plan for 2025 with a growth target of 8% or more; Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities; Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; investment policy for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project; specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; investment plan to supplement charter capital for the 2024-2026 period of the parent company - Vietnam Expressway Corporation (VEC); a number of urgent mechanisms and solutions necessary to implement the Project to renovate, repair, upgrade and build a new office building of the President's office at 2 Le Thach, Hoan Kiem, Hanoi.

The National Assembly Standing Committee sent a report to the National Assembly on the dismissal of Mr. Duong Van An, a member of the National Assembly Delegation of Vinh Phuc province, from his duties as a deputy of the 15th National Assembly.
