Opening of the 32nd session of the National Assembly Standing Committee

On the afternoon of April 15, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the 32nd session of the National Assembly Standing Committee officially opened.

Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue said that the 32nd session of the National Assembly Standing Committee is expected to last 4 working days, giving opinions on 18 contents and 3 contents for written opinions.

Continue to comment on the contents submitted to the National Assembly at the 7th Session (May 2024), including: Commenting on the proposed Law and Ordinance Development Program for 2025, adjusting the Law and Ordinance Development Program for 2024; Commenting on draft laws expected to be submitted to the National Assembly for first discussion at the 7th Session. Accordingly, there are 5 draft laws: the draft Law on amending and supplementing a number of articles of the Law on Pharmacy; the draft Law on Cultural Heritage (amended); the draft Law on Juvenile Justice; the draft Law on Value Added Tax (amended); the draft Law on Urban and Rural Planning.

Regarding the groups of supervision issues, the National Assembly Standing Committee gave opinions on the report on the results of the implementation of the 2023 Supervision Program and the first months of 2024, the planned 2025 Supervision Program of the National Assembly and the National Assembly Standing Committee; reviewed the results of the supervision of the National Assembly's Supervision Delegation on "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023"; gave initial opinions on the draft Report on the results of thematic supervision "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".

National Assembly Chairman Vuong Dinh Hue said that Resolution No. 43 is a comprehensive fiscal and monetary package to support the economy, people and businesses, in conjunction with the implementation of the National Assembly's resolution on a number of important national projects. The content of the supreme supervision is expected to be presented to the National Assembly at the 7th Session and is the focus of the supervision work.

The National Important Issues Group, the National Assembly Standing Committee gave its opinions on the Submission on the proposal to adjust the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2023 period; Submission No. 112/TTr-CP dated March 28, 2024 of the Government on the Pre-Feasibility Study Report on the Investment Project to Build the Western North-South Expressway, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section.

The National Assembly Standing Committee will give its opinion on preparations for the 7th Session.

Regarding the contents under the authority of the National Assembly Standing Committee, including: Reviewing the summary report on the results of monitoring legal documents in the fields under the responsibility of the Ethnic Council and the Committees of the National Assembly in 2023; giving opinions on Submission No. 01/TT-CTN dated March 1, 2024 of the President on signing the Loan Agreement between the Socialist Republic of Vietnam and the International Bank for Reconstruction and Development (IBRD) for the Priority Infrastructure Project and Urban Development Adapting to Climate Change in Vinh City, Nghe An Province.

The National Assembly Standing Committee reviewed Report No. 71/BC-CP of the Government on a number of contents proposed to be amended and supplemented in Decree No. 08/2019/ND-CP dated January 23, 2019, stipulating a number of regimes for members of Vietnamese agencies abroad. At the same time, it gave opinions on the reorganization of the Information Technology Center into the Department of Information Technology and Audit Data under the State Audit; reviewed the National Assembly's report on public petition work in March 2024.

According to the meeting agenda, the National Assembly Standing Committee gave written opinions on the reports, including: The Government's report on the implementation of Resolution No. 93/2019/QH14 dated November 26, 2019 of the National Assembly on the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province and Resolution No. 101/2023/QH15 dated June 24, 2023 of the 5th session of the 15th National Assembly on adjusting a number of contents of Resolution No. 93/2019/QH14; the Government's report on the implementation of Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly on changing the purpose of forest use to implement the Than River Reservoir Project, Ninh Thuan Province and the Ban Mong Reservoir Project, Nghe An Province; Government report on the implementation of national goals on gender equality.
