The National Assembly Standing Committee opened the Special Session on Law

National Assembly Chairman Vuong Dinh Hue said at the meeting, the National Assembly Standing Committee will give opinions on draft laws expected to be submitted at the 7th Session for the National Assembly's first consideration.

National Assembly Chairman Vuong Dinh Hue delivers opening speech

On the morning of April 1, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee opened a special session on law.

In his opening speech, National Assembly Chairman Vuong Dinh Hue said that it is expected that over the next two days (April 1-2), the National Assembly Standing Committee will give opinions and consider two groups of issues.

Specifically, the National Assembly Standing Committee will give its opinions on draft laws expected to be submitted to the 7th Session for the National Assembly's first consideration. It is expected that 10 draft laws will be given their first opinions at the 7th Session.

Based on the results and preparation progress, at the Legal Special Session, 5 draft laws were discussed; including a number of revised draft laws including: Law on Prevention and Combat of Human Trafficking (amended); Law on Notarization (amended); Law on Management and Use of Weapons, Explosives, and Support Tools (amended); Law on Trade Unions (amended). These draft laws all went through the review and approval process at 2 sessions.

Regarding the draft Law on Management and Use of Weapons, Explosives, and Support Tools (amended), according to Resolution 41/2023/UBTVQH15 of the National Assembly Standing Committee on the development of the 2024 law and ordinance program, it is concluded that if this draft law is prepared with good quality and the discussion process achieves high consensus, the National Assembly Standing Committee will consider and coordinate with the Government to submit it to the National Assembly for approval at the 7th Session in May 2024 according to the procedure at one session.

The National Assembly Chairman said that for the first time, the National Assembly Standing Committee reviewed and commented on the draft Law on People's Air Defense. This is a new law project to institutionalize the Party's viewpoint on the strategy of protecting the Fatherland in the new situation, which was approved by Resolution 44-NQ/TW dated November 24, 2023 of the 13th Party Central Committee (at the 8th Central Conference).

The second group of issues, at this Session, the National Assembly Standing Committee will give opinions on the draft Resolution of the National Assembly Standing Committee on job positions for full-time National Assembly deputies working at the central level, cadres and civil servants under the management authority of the National Assembly Standing Committee.

According to the National Assembly Chairman, on July 1, 2024, salary policy reform will be implemented. To build a salary scale system, the first important thing is to build job positions.

As assigned, the National Assembly Standing Committee considers issuing this Resolution as a basis for developing a salary scale. Scope of application: National Assembly deputies working full-time at the Central level; cadres and civil servants under the management of the National Assembly Standing Committee, the National Assembly Office, the Institute for Legislative Studies, the Supreme People's Court, the Supreme People's Procuracy and the State Audit.

Emphasizing that there are 3 months left until July 1, this is an extremely important task. After the legal thematic meeting, it is likely that the National Assembly Standing Committee will meet again in addition to the regular meetings in April and May. The National Assembly Chairman requested the Secretary General of the National Assembly and the Head of the National Assembly Office to coordinate with the Ethnic Council and the Committees to strengthen coordination with Government agencies and agencies to submit documents soon for the next meetings.

Next, Vice Chairman of the National Assembly Nguyen Khac Dinh chaired the discussion on the draft Law on Prevention and Combat of Human Trafficking (amended).
