Opening of the 21st Session of Hai Duong Provincial People's Council, considering the merger of commune-level administrative units

On the afternoon of April 24, at the Eastern Cultural Center, the 17th Hai Duong Provincial People's Council opened the 21st Session (the 2nd thematic session in 2024).

Comrades: Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Thi Ngoc Bich, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Khac Toan, Member of the Provincial Party Committee, Vice Chairman of the Hai Duong Provincial People's Council chaired the meeting.

A number of members of the Provincial Party Standing Committee; leaders of the Provincial People's Committee, the Vietnam Fatherland Front Committee and delegates of the Hai Duong Provincial People's Council attended the meeting.

Speaking at the opening of the session, comrade Nguyen Thi Ngoc Bich, member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Hai Duong Provincial People's Council emphasized that the thematic session will discuss and decide on a number of important contents to promptly resolve tasks serving the implementation of the province's socio-economic development tasks.

Comrade Nguyen Thi Ngoc Bich said that at the regular meeting at the end of 2023, the Hai Duong Provincial People's Council predicted that it would be necessary to regularly organize thematic meetings. Due to urgent requirements, some contents were deployed by the Provincial People's Council at the 20th meeting in March.

At this session, the Provincial People's Council will consider 5 important groups of contents.

These are the policy on arranging commune-level administrative units for the 2023-2025 period; adjusting the local budget estimate for 2023, rewarding excess revenue estimates for 2023 for districts, towns and cities; adjusting and allocating the 5-year local budget public investment plan for 2021-2025 and allocating the 3rd capital plan for 2024 (capital managed by the province); deciding and adjusting the investment policy for a number of public investment projects; deciding on land recovery, allowing the change of use purpose of rice-growing land and forest land to implement additional projects and works in 2024.

The Provincial People's Council will also consider and decide to approve the proposal to recognize Kinh Mon town as a type III urban area. At the same time, complete the position of member of the Hai Duong Provincial People's Committee for the 2021-2026 term.

Comrade Nguyen Khac Toan, Provincial Party Committee member, Vice Chairman of Hai Duong Provincial People's Council presented the expected content for consideration at the meeting.

Affirming that the organization of the thematic meeting is necessary and within the authority to promptly respond to the province's socio-economic management and development activities, comrade Nguyen Thi Ngoc Bich said that the contents presented at the meeting have been seriously prepared, in accordance with the correct order and procedures.

He requested that the provincial People's Council delegates and delegates attending the session actively study documents, discuss, and contribute many practical ideas so that the provincial People's Council can consider and make correct decisions on the contents, contributing to the success of the session.
