At the 21st session scheduled to take place on the afternoon of April 24, the 17th Hai Duong Provincial People's Council will consider the Project on rearranging commune-level administrative units in the 2023-2025 period in the province. The proposal of the Provincial People's Committee proposes not to rearrange 5 communes and wards in Hai Duong City and Chi Linh City.
According to the report, Hai Duong province has no district-level administrative units subject to rearrangement. The province has 38 commune-level administrative units subject to rearrangement, 23 adjacent commune-level administrative units subject to encouraged rearrangement, and 1 adjacent commune-level administrative unit with adjusted boundaries (Kim Xuyen commune, Kim Thanh district).
There are 5 commune-level administrative units that are subject to rearrangement but have special factors so it is proposed not to rearrange: Nhan Hue commune (Chi Linh city) because it disrupts the general planning and urban space of the city. 4 wards including: Tran Hung Dao, Quang Trung, Nguyen Trai, Tran Phu (Hai Duong city) because they have important positions in terms of national defense and security of the province. The proposal not to rearrange is agreed by the people.
The whole province has Thanh Mien district and Chi Linh city without any units subject to rearrangement in this phase. After the rearrangement, the whole Hai Duong province has 207 units (including 151 communes, 46 wards, 10 towns), a decrease of 28 units (including 27 communes, 1 ward) compared to before the rearrangement.
100% of People's Councils at district and commune levels have passed resolutions approving the policy of rearranging commune-level administrative units for the 2023-2025 period.
When the administrative unit is reorganized, there will be 255 cadres and 169 civil servants who are surplus compared to the regulations. The People's Committee of Hai Duong province proposed to resolve the policy regime for 188 people who are old enough to retire, retire early or are waiting to retire. The number of cadres and civil servants who need to be reorganized after the reorganization is 236 people. The number of non-professional workers who are surplus after the reorganization is expected to be 195 people. Most of the surplus public offices after the merger will be reorganized as commune police headquarters and school expansion.
