Opening of the 13th Congress of Vietnam Trade Union, term 2023 - 2028

The 13th Congress of the Vietnam General Confederation of Labor is an important political event of the working class and the Vietnam General Confederation of Labor, and is a broad political activity among cadres, union members and workers nationwide.

The congress was attended by 1,100 official delegates, representing the will, aspirations and intelligence of more than 11 million union members nationwide.

At the first session, the Congress elected the Presidium, the Secretariat, and the Congress Delegate Qualification Examination Board; approved the working program and regulations of the Congress; reported the results of the Congress delegate qualification examination; presented a general report of the Executive Committee of the Vietnam General Confederation of Labor (VGCL) XII to the Congress; the review report of the Executive Committee of the Vietnam General Confederation of Labor (VGCL XII); and reported on amendments and supplements to the Charter of the Vietnam Trade Union.

Among the delegates attending this congress, delegates from the administrative and career sector accounted for 55.48%; delegates from the production and business sector accounted for 44.52%; delegates who are full-time trade union officials accounted for 54.38%; delegates who are part-time trade union officials and direct production workers accounted for 45.62%; delegates who are female accounted for 37.05%; delegates who are ethnic minorities accounted for 6.27%; delegates who are party members accounted for 78.43%; the oldest delegate attending the congress was 71; the youngest was 26.

Regarding professional qualifications: Delegates with postgraduate qualifications (professor, associate professor, doctorate, master's degree) account for 35.39%; delegates with university and college degrees account for 51.06%; delegates with intermediate qualifications or lower account for 13.55%.

The Congress has the task of assessing the implementation results of the Resolution of the 12th Congress of the Vietnam General Confederation of Labor; determining the goals and tasks for the 2023-2028 term; reviewing the leadership and direction of the Executive Committee of the Vietnam General Confederation of Labor (VGCL) for the 12th term, electing the Executive Committee of the Vietnam General Confederation of Labor for the 13th term; assessing the implementation and approving the Charter of the Vietnam General Confederation of Labor (amended and supplemented).

At the solemn session taking place on the morning of December 2, the following contents will take place: Opening speech of the Congress; report of the Executive Committee of the 12th Vietnam General Confederation of Labor; report on the movement of workers, civil servants, laborers and trade union activities for the 2018-2023 term; report summarizing recommendations of union members, laborers and trade union organizations to the Party and State; delegates' presentations; directive speeches of the Party and State leaders; World Federation of Trade Unions presenting flowers to the Congress...

On the afternoon of December 2, the Congress will listen to the Personnel Plan for the Executive Committee of the 13th Vietnam General Confederation of Labor; discuss in groups about personnel in delegations; discuss in groups about standards and personnel of the Executive Committee of the 13th Vietnam General Confederation of Labor; listen to the report on the results of the discussion on personnel of the Executive Committee of the 13th Vietnam General Confederation of Labor; vote on the list of personnel to be nominated for election to the Executive Committee of the 13th Vietnam General Confederation of Labor; elect the Election Committee of the Executive Committee of the 13th Vietnam General Confederation of Labor; elect the Executive Committee of the 13th Vietnam General Confederation of Labor; announce the election results, and appoint convenors for the first meeting of the Executive Committee of the 13th Vietnam General Confederation of Labor.

At the working session on December 3, the Congress listened to presentations; reports on acceptance and explanation of the draft Report of the Executive Committee of the Vietnam General Confederation of Labor, term XII, submitted to the 13th Congress of the Vietnam Trade Union; reports on acceptance and explanation of the Vietnam Trade Union Charter (amended and supplemented).

At the same time, the Congress discussed and voted to approve the Charter of the Vietnam Trade Union; the Congress listened to the report on the results of the first meeting of the Executive Committee of the 13th Vietnam General Confederation of Labor; the Executive Committee of the 13th Vietnam General Confederation of Labor introduced itself to the Congress - Saying goodbye to the Executive Committee members and members of the Inspection Commission of the 12th Vietnam General Confederation of Labor who were not re-elected for the 13th term; the Congress listened to the presentation of the draft Resolution of the Congress and voted to approve the Resolution of the Congress.

Before the first session of the 13th Congress of the Vietnam Trade Union 2023 took place, delegates attending the 13th Congress of the Vietnam Trade Union visited President Ho Chi Minh's Mausoleum.
