13th Congress of Vietnam Trade Union: "Innovation - Democracy - Solidarity - Development"

Today, December 1, the 13th Congress of the Vietnam General Confederation of Labor for the 2023-2028 term will open in Hanoi. The Congress is attended by 1,100 official delegates representing more than 11 million union members nationwide.

Among the delegates attending this congress, delegates from the administrative and career sector accounted for 55.48%; delegates from the production and business sector accounted for 44.52%; delegates who are full-time trade union officials accounted for 54.38%; delegates who are part-time trade union officials and direct production workers accounted for 45.62%; delegates who are female accounted for 37.05%; delegates who are ethnic minorities accounted for 6.27%; delegates who are party members accounted for 78.43%; the oldest delegate attending the congress was 71; the youngest was 26.

Regarding professional qualifications: Delegates with postgraduate qualifications (professor, associate professor, doctorate, master's degree) account for 35.39%; delegates with university and college degrees account for 51.06%; delegates with intermediate qualifications or lower account for 13.55%.

The 13th Congress of the Vietnam General Confederation of Labor is a major political event of the working class and laborers, of great significance, opening a new development stage of the trade union organization, especially after 10 years of implementing the 2012 Trade Union Law, more than two years of implementing Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovation of organization and operation of Vietnam Trade Union in the new situation", Vietnam General Confederation of Labor has made many innovations in content and methods of operation, achieving many important results in many fields.

With the motto "Innovation - Democracy - Solidarity - Development", the congress has the task of evaluating the implementation results of the Resolution of the 12th Congress of the Vietnam General Confederation of Labor; determining the goals and tasks for the 2023-2028 term; reviewing the leadership and direction of the Executive Committee of the 12th Vietnam General Confederation of Labor, electing the Executive Committee of the 13th Vietnam General Confederation of Labor; evaluating the implementation and approving the Charter of the Vietnam General Confederation of Labor (amended and supplemented).

This morning, the Presidium of the General Confederation of Labor and all delegates of the Congress will visit the Ho Chi Minh Mausoleum, offer incense to commemorate the heroic martyrs at the Bac Son Martyrs' Monument, and then enter the opening session of the first working session. The solemn session of the 13th Congress of the Vietnam General Confederation of Labor will take place on the morning of December 2. On December 3, the 13th Congress of the Vietnam General Confederation of Labor will close.

The congress is expected to discuss three breakthroughs: Promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene; focusing on developing union members and establishing grassroots unions in non-state enterprises; and building a team of grassroots union chairmen to meet task requirements, especially union chairmen in non-state enterprises.

Before the congress, 10 thematic forums were held for delegates to discuss 10 major contents in the activities of the Vietnam Trade Union.
