Prime Minister Pham Minh Chinh has just signed Decision No. 175/QD-TTg promulgating the plan to implement the Law on Identification.
The purpose of the Plan is to specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law on Identification, ensuring timeliness, synchronization, unity, effectiveness and efficiency. At the same time, to determine the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government agencies and localities in implementing the Law on Identification nationwide; to raise awareness of the Law on Identification and the responsibilities of all levels and sectors in implementing the law.
The contents of the plan include: Organizing propaganda, dissemination and education of the law on identification; organizing specialized training and professional development for leaders of agencies, organizations and people directly involved in identification management; compiling documents for the dissemination of the Identification Law and documents guiding its implementation, training documents and professional development in identification management; reviewing legal documents; developing legal documents detailing the assigned contents in the Identification Law; organizing the implementation of connecting and sharing information with the National Population Database and the Identification Database.
At the same time, ensure the conditions of means and technical solutions to organize the implementation of biometric collection of iris, DNA, voice; integrate and exploit information in ID cards and electronic ID cards; expand the connection and sharing of information in the National Population Database and ID Database; organize the inspection of the implementation of the Law on ID and legal documents detailing and guiding the implementation of the law.
In particular, relevant ministries and branches will continue to promote the implementation of connection and information sharing between the National Population Database, the Identification Database with national databases, specialized databases, and other databases according to the provisions of the Identification Law and related detailed legal documents and instructions for implementation; ensure information security, safety, and personal data protection; propose technological solutions, invest in equipment, upgrade storage and processing systems to deploy iris capture; integrate information into identification cards, electronic identification cards, and use and exploit integrated information...
