Establishing a Steering Committee to recover misappropriated assets in the Van Thinh Phat Group case

The Prime Minister established an inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets appropriated or lost in cases related to Van Thinh Phat Group.

Prime Minister Pham Minh Chinh signed Decision No. 742 to establish the Central Inter-sectoral Steering Committee on organizing the execution of judgments and recovering assets appropriated or lost in cases related to Van Thinh Phat Group (Steering Committee).

According to the decision, Permanent Deputy Prime Minister Nguyen Hoa Binh is the Head of the Steering Committee.

Deputy Head of the Steering Committee is Minister of Justice Nguyen Hai Ninh.

Members include: Deputy Minister of Justice Mai Luong Khoi; Deputy Minister of Public Security Nguyen Ngoc Lam; Deputy Head of the Government Office Do Ngoc Huynh; Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu; Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh; Deputy Minister of Finance Nguyen Duc Chi; Deputy Governor of the State Bank Doan Thai Son; Deputy Minister of Construction Nguyen Van Sinh.

Deputy Minister of Agriculture and Environment Nguyen Thi Phuong Hoa; Permanent Vice Chairman of Hanoi People's Committee Le Hong Son; Permanent Vice Chairman of Ho Chi Minh City People's Committee Duong Ngoc Hai; Chairman of Lam Dong Provincial People's Committee Tran Hong Thai; Vice Chairman of Ba Ria - Vung Tau Provincial People's Committee Nguyen Cong Vinh; Vice Chairman of Dong Nai Provincial People's Committee Nguyen Thi Hoang; Vice Chairman of Long An Provincial People's Committee Huynh Van Son; Vice Chairman of Quang Ninh Provincial People's Committee Nghiem Xuan Cuong.

Invite representatives of leaders of departments and branches to participate in the Steering Committee: Deputy Head of the Central Internal Affairs Commission Nguyen Huu Dong; Deputy Chief Justice of the Supreme People's Court Nguyen Quoc Doan; Deputy Director of the Supreme People's Procuracy Nguyen Quang Dung; Deputy State Auditor General Bui Quoc Dung.

The Prime Minister's Decision clearly states that the Steering Committee is an inter-sectoral coordination organization, assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks regarding the organization of execution of judgments and the recovery of assets appropriated or lost in cases related to Van Thinh Phat Group.

The Steering Committee is responsible for researching, advising, recommending, and proposing directions and solutions to resolve important, interdisciplinary issues regarding the organization of execution of judgments and the recovery of misappropriated and lost assets in cases related to Van Thinh Phat Group.

The Steering Committee also has the task of directing and coordinating between ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in resolving important, inter-sectoral issues in the execution of judgments.

The Ministry of Justice is the standing agency of the Steering Committee, using the existing apparatus to help the Steering Committee perform its tasks.

The Steering Committee is responsible to the Prime Minister for the implementation of the tasks specified in this Decision. The Head of the Steering Committee shall issue the Steering Committee's Working Regulations.

Steering Committee members work part-time and are responsible for assigned tasks. They are allowed to use the existing staff of the agency or unit to assist the Steering Committee members.
