Completion of energizing 500 kV line circuit 3, Thanh Hoa - Nam Dinh section

Great motivation for the whole construction site

The Thanh Hoa - Nam Dinh 500 kV transmission line project is invested by EVNNPT, managed and operated by NPMB, and operated by Power Transmission Company 1. The project is 74.4 km long, passing through the provinces of Nam Dinh, Ninh Binh, and Thanh Hoa. This is one of four component projects of the 500 kV transmission line project, circuit 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). According to the Prime Minister's direction, the transmission line must be completed in June 2024.

The project, once completed, will help reduce the load and avoid overloading of existing 500 kV lines, ensuring the N-1 criterion. The line will also help increase the stable transmission reserve on the North-Central interface, combined with the 500 kV Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh I - Pho Noi lines, contributing to supplementing capacity from power sources in the North Central region to the load center in the North.

Mr. Luu Viet Tien, Deputy General Director of EVNNPT, said that the Thanh Hoa - Nam Dinh 500 kV transmission line has 180 pole positions with 74 corridor anchorages. The project was implemented from the end of October 2023. On June 27, 2024, the investor-level Acceptance Council met and agreed on the project's energization plan.

The 500 kV line project, circuit 3, Thanh Hoa - Nam Dinh I section, has more favorable conditions than other sections when the Prime Minister approved the first investment policy and started construction nearly 3 months earlier than the remaining 3 sections of the entire 500 kV line, circuit 3. Along with that, the construction process always receives the attention and close direction of the Prime Minister, ministries, branches, leaders of EVN, EVNNPT and the consensus and support of local authorities of the 3 provinces where the Project passes through.

However, during the implementation of the Project, there were many difficulties and challenges such as some foundations on high mountains, a relatively large number of pile foundations (48 locations, accounting for nearly 30%), many anchorages across the Ma River and Ninh Co River, and unusually rainy and sunny weather in the area. However, seriously implementing the Prime Minister's direction with the spirit of "only discussing work, not retreating", "overcoming the sun, overcoming the rain", working "3 shifts, 4 shifts", "eating quickly, sleeping urgently", the engineers and workers of the units participating in the Project worked with the highest spirit and responsibility to bring the Project to the finish line on time.

The completion and energization of the Project meeting the Prime Minister's direction is a great motivation for the entire construction site of the 500 kV line 3 project to complete acceptance and inauguration in July 2024 as directed by the Prime Minister.

Achievements of the entire political system

At the site inspection of the 500 kV line project circuit 3 on June 22-23, 2024, the Prime Minister requested EVN and EVNNPT to focus on directing to complete the Thanh Hoa 500 kV transformer station on June 28, 2024, complete the Thanh Hoa - Nam Dinh 500 kV line on June 30, 2024 and in July 2024, organize investor-level acceptance, state acceptance, environmental restoration and inauguration of the entire project.

Seriously implementing the Prime Minister's direction, up to now, EVN and EVNNPT have completed many work items such as: Expanding the Quang Trach 500 kV Transformer Station, expanding the Pho Noi 500 kV Transformer Station, completing the construction of the new Thanh Hoa 500 kV Transformer Station, completing the Thanh Hoa - Nam Dinh 500 kV Transmission Line. The remaining sections of the 500 kV Transmission Line 3 Project are being implemented by EVN, EVNNPT and contractors to meet the Prime Minister's direction.

Mr. Pham Le Phu, General Director of EVNNPT, said that in order to meet the progress requirements as directed by the Prime Minister, in a short period of time, many work items have been implemented simultaneously such as construction and installation, pole erection, and wire pulling. Therefore, in addition to the main force of EVNNPT units and construction and installation contractors, EVN has called for the mobilization of 5 Power Corporations to participate in the construction support with a large number of qualified, experienced, and skilled workers. The total number of construction workers at the construction site is up to about 15,000 people, while the skilled and specialized workers of the contractors are only about 7,000 - 8,000 people.

With the importance of the Project, not only for EVNNPT, EVN's Power units and other units have shown a high spirit and responsibility when participating in enthusiastic support, making great efforts, not afraid of difficulties and hardships. Up to now, about 1,800 engineers and workers from the Northern Power Corporation, Central Power Corporation, Southern Power Corporation, Hanoi Power Corporation and Ho Chi Minh City Power Corporation have been reinforced to support construction at the construction site. Along with that, EVN also received support from Viettel Group, Vietnam National Oil and Gas Group, Vietnam Posts and Telecommunications Group... to participate in supporting the construction of poles and pulling wires for the projects.

In addition, implementing the Prime Minister's direction, 9 provincial youth unions where the projects pass through have coordinated with EVN/EVNNPT to establish about 300 teams with more than 4,000 volunteer youth union members. The focus is to work with local authorities to propagate and mobilize people to hand over the route corridor; support the demolition of houses and cutting down trees in the corridor; support traffic regulation when pulling wires across traffic overpasses; encourage and give gifts to boost the spirit of workers at the construction site.

The time to complete the remaining work of the 500 kV line project, circuit 3, is only about 1 month, the workload is still a lot, EVN, EVNNPT hopes to continue to receive the attention and regular direction of the Government, the Prime Minister, ministries, branches, local authorities and people where the 500 kV line project passes through to organize laying, pulling wires, technical calibration testing, acceptance and inauguration of the project in July 2024 to meet the direction of the Prime Minister.
