Launching a sprint competition to complete the construction of 500 kV Line 3

The Prime Minister and the working delegation inspected the construction of VT22 pole in Quynh Trang commune, Hoang Mai town, Nghe An province, part of the Quynh Luu - Thanh Hoa 500kV transmission line component project, with a length of 92km, with 200 pole foundations (Nghe An 34 pole foundations; Thanh Hoa 166 pole foundations).

Delighted with the urgent construction atmosphere at the VT22 pole erection site, which is 88m high, with over 200 tons of steel used to erect the pole, and the construction of the pole in difficult and complex terrain conditions and unfavorable weather, Prime Minister Pham Minh Chinh commended the construction force mobilized from many regions of the country to support the project, as well as the joint efforts of local forces such as the youth union... to support and supply the construction; the contractors not only used modern equipment and means but also had many technical initiatives, transportation of materials, construction and installation...

The Prime Minister requested the construction force and local people to continue to coordinate and support each other to promote the implementation of the project, and at the same time organize the restoration and return of the landscape and environment; hoped that local union members and youths would continue to promote the spirit of solidarity and patriotic tradition, actively participate in the project, as well as other national movements, works and projects, for the benefit of the country and homeland; strive to complete the erection of the pole by June 27.

* After inspecting the implementation of the 500kV Power Transmission Line Circuit 3 Quang Trach - Pho Noi project in Thanh Hoa, Nghe An and Ha Tinh provinces, in Vinh city, Nghe An province, Prime Minister Pham Minh Chinh worked with leaders of ministries, branches, relevant agencies and localities to promote the implementation of the project to ensure progress.

Reporting at the meeting, the leader of Vietnam Electricity Group said that the 500kV power transmission line circuit 3 project from Pho Noi - Quang Trach has a total length of about 519km; the total investment is about 22,356 billion VND. The project includes 4 component projects: Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Thanh Hoa - Nam Dinh 1 Thermal Power Plant and Nam Dinh 1 - Pho Noi Thermal Power Plant. The component projects will start construction in October 2023 and January 2024.

The entire project has 1,177 pole positions, of which Nghe An has more than 200 pole foundations, Ha Tinh has nearly 285 pole foundations and Thanh Hoa has 299 pole foundations. Thus, the line passing through the above 3 provinces accounts for about 2/3 of the pole foundations of the 500kV transmission line circuit 3 Quang Trach - Pho Noi.

With the spirit of "lightning-speed" implementation according to the direction of the Prime Minister, up to now, the parts of site clearance, route corridor, and column foundation casting have been completed; focusing on erecting columns and pulling wires; striving to basically complete the construction work in June 2024 to organize acceptance in July 2024 and put the power transmission line into operation.

At the meeting, ministries, branches and localities also reported and proposed a number of tasks to promote the project such as transporting materials and equipment; converting land and forest use purposes; mobilizing human resources with technical qualifications, experience and high skills for the project...

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the 500kV Power Transmission Line Circuit 3 Quang Trach - Pho Noi project is a project with high technical requirements and a large volume of work. With high determination, great efforts, drastic actions; focused leadership and direction, inheriting the achievements and experiences of previous lines; with appropriate thinking, methodology, and ways of doing things, although it has only been implemented for about 6 months, the project has achieved a huge volume of work, equivalent to the work done in 2-3 years, with the quality, technique, and aesthetics of the project being guaranteed; labor safety, environmental protection, and the lives of people with the power line passing through, and the land given up for the project being guaranteed.

The Prime Minister highly appreciated the proactive spirit, high determination, and determination to complete the assigned tasks of the ministries, branches, localities, and forces participating in the project, especially the leaders, officers, and workers who "rolled around the construction site, even sent people abroad to check each container to bring the equipment back to the country"; praised and thanked the team of officers, engineers, and workers of the electricity sector units across the country who came to support the project implementation, working enthusiastically in the hot weather of the Central region; thanked the people who gave up land for the project; people, organizations such as women, veterans, and especially the youth union who supported the construction forces and participated in possible tasks.

“In harsh weather conditions, when the sun was blazing hot and when it was pouring rain, all the forces participating in the project made tireless efforts, overcoming all challenges and achieving very good progress,” the Prime Minister pointed out.

Presenting lessons learned to achieve success in project implementation in terms of leadership, direction, management, organization, implementation, etc., the Prime Minister stated that there must be high determination, great efforts, drastic actions, clear people, clear work, clear time, clear products, thereby making it easy to inspect, monitor, and evaluate; arrange capital sources, focus resources on the project; when implementing, it is necessary to mobilize the entire local political system to participate, complete site clearance work in advance and mobilize local forces and means for the project, with the spirit of "unanimity, determination, all people, comprehensiveness, overallness" and efficiency.

After having the site, it is necessary to urgently and synchronously deploy the project in a coordinated, synchronized and rhythmic manner with the spirit of "the foundation does not wait for the column, the column does not wait for the wire" and "resources come from thinking; motivation comes from innovation; strength comes from the people", "turning nothing into something, turning difficult into easy, turning impossible into possible", promoting the spirit of "overcoming the sun, overcoming the rain", "working in 3 shifts, 4 shifts", "eating quickly, sleeping urgently", "going through holidays, holidays, Tet", "only working, no back-and-forth", synchronous construction in all locations, stages, and jobs within the scope of the project...

In the coming time, the Prime Minister requested to launch a special peak emulation period, "sprint", striving to basically complete the pole erection, wire pulling, and testing in June 2024 so that in July 2024, inspection, technical operation procedures, acceptance, environmental restoration and project inauguration will be conducted, putting the 500kV transmission line circuit 3 into operation.

The Prime Minister directed the Vietnam Electricity Group to mobilize and concentrate resources on erecting poles, pulling wires, operating transformer stations, implementing necessary procedures; and paying attention to and ensuring the health of construction workers at the construction site.

Localities coordinate to hand over the route corridor, mobilize youth, women, veterans, etc. to support the implementation of other tasks such as transporting raw materials, equipment, logistics, accommodation, etc. so that workers can concentrate on working; at the same time, review and ensure that people who have given up land for the project have a better life or the same as their old place of residence.

Ministries and branches review and continue to implement tasks and handle issues according to assigned functions, tasks and powers such as problems related to forest land conversion...
