Hai Duong Newspaper received a petition from some residents of Tan Viet commune (Thanh Ha) requesting clarification on damage support after storm No. 3 in September 2024.
According to the petition, the support for damage after storm No. 3 in September 2024 in Tan Viet commune has some notable issues such as: Cam Lo villagers were only instructed to support 50% of the damaged area. The supported area after declaration was deducted a lot, not in accordance with the provisions of Decree 02/2017/ND-CP on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.
To verify this information, on the morning of March 12, Hai Duong Newspaper reporters worked with the leaders of Tan Viet Commune People's Committee and 9 households whose names were signed in the petition. The households are all in Cam Lo village. Ms. Nguyen Thi Duyen in hamlet 4 was very upset because her family had 6 sao of rice fields but was only instructed to declare 2.5 sao of rice fields, the rest were on alluvial land and not declared. When receiving the money, Ms. Duyen said she was only supported with 1.2 sao, which was 42,000 VND.
Ms. Vu Thi Lanh in Hamlet 6B said that her family had 8 sao of guava, 2 sao of lychee and more than 5 sao of rice damaged but only received 118,000 VND in support. "The damage is too much but the support is too little, not appropriate to the damaged area," Ms. Lanh said. According to many households, because commune and village officials did not provide adequate guidance, people did not fully understand Decree 02/2017/ND-CP.
Responding to this issue, Mr. Vu Xuan Hao, Chairman of Tan Viet Commune People's Committee, said that after the storm, the Commune People's Committee reviewed the damage of the people. Village officials, teams and commune officials directly came to verify and count the damaged area to make a record. The Chairman of the Commune People's Committee directed the villages to guide people to request support according to the form attached to Decree 02/2017/ND-CP and to increase propaganda on the loudspeaker system so that people understand, there is no such thing as instructing people to only receive support for 50% of the damaged area. The Commune People's Committee based on the request documents of the households to report and submit to the superiors for approval of the support fund. Mr. Hao affirmed that the commune had followed the correct procedures and based on Decree 02/2017/ND-CP.
According to this decree, the pure rice area damaged by over 70% will receive support of 2 million VND/ha, the damage from 30-70% will receive support of 1 million VND/ha. The area of industrial crops and perennial fruit trees damaged by over 70% will receive support of 4 million VND/ha; the damage from 30%-70% will receive support of 2 million VND/ha.
Areas not in the planning area will not be supported, and damage below 30% will not be counted. Households that grow a lot of guava in the planning area for rice cultivation will not be supported.

Hai Duong Newspaper reporters verified the support requests of households at Tan Viet Commune People's Committee after storm No. 3 in September 2024. The results showed that the households directly declared and signed the support request minutes, which specifically stated the requested area. At the meeting, the households also admitted that it was their signature. Ms. Duyen's minutes clearly stated the damaged area of 0.0428 ha of pure rice, equivalent to more than 1 sao, the statistics of damage from 30 - 70% were supported with 42,800 VND, which is correct. The same is true for other households.
After storm No. 3 in September 2024, Tan Viet commune had 1,116 households suffering damage, of which damage to rice and perennial fruit trees was supported with a total amount of more than 469 million VND. The entire amount was transferred to the people at the end of February 2025. The area of support requested by the people was clearly recorded in the minutes and was properly supported, with the signature of the household head and confirmation of the village representative.
According to the leader of the Department of Agriculture and Environment of Thanh Ha district, the procedures for receiving support documents in Tan Viet commune were all carried out in accordance with the procedures and regulations according to Decree 02/2017/ND-CP of the Government. The district based on the commune's request reported to the leader for approval of support.
The People's Committee leader said that from the time of declaration until before the people received the support money, no one had any comments or requests to review the damaged area. Only when receiving the support money, some people felt that it was too little, so they sent their comments to the local government and some functional agencies.
According to Hai Duong Newspaper reporters, during the process of guiding people to declare, local officials may not have explained thoroughly, leading to people misunderstanding about the area and level of support.
