After storm No. 3, Kinh Mon town flexibly used many mobilization resources to support people to overcome damage and soon stabilize their lives and production.

After more than 3 months of injury, Mr. Ngo Van Bam's health in Tong Thuong village, Quang Thanh commune has gradually stabilized. Recalling the moment of life and death, he said that the storm was strong, the wind was strong, and the roof was shaky and at risk of being blown away. When he tried to reinforce the corrugated iron roof, the wind pushed him down and broke his thigh bone, fortunately not in danger of his life.

Mr. Bam said: “After the storm, local authorities and organizations came to encourage people and support 5.5 million VND. This is a timely action showing the government’s concern for people when facing natural disasters.”

Having lived in a dark, dilapidated house for more than half of her life, Ms. Mac Thi An in Luu Thuong 1 residential area, Hiep An ward, is happy to be living in a new house that the ward has supported to repair. Ms. An is a social protection subject, her mental state is unstable, sometimes very alert, sometimes dreamy, so right after storm No. 3, her family received special attention from the local government.

Ms. An said that when the storm was strong and the wind was strong, she and her elderly mother, who was nearly 100 years old, were very scared. The house was badly damaged, and the mother and daughter had to temporarily stay at the neighbor's house next door. "In addition to the 25 million VND support from the town, my family also received support from relatives to repair the house. The patchy and crumbling walls were completely peeled off to be plastered, and the roof was also replaced," Ms. An said.

Hiep An Ward suffered heavy damage from natural disasters, both in terms of property and human lives. The ward had 1 death and 1 serious injury due to the storm. The Thien Tam Fund of Vingroup Corporation supported 150 million VND for the deceased and 30 million VND for the injured.

Mr. Hoang Van Cuong, Chairman of Hiep An Ward People's Committee, said: "In cases of death due to the storm, local authorities and organizations have provided both material and spiritual support to help families quickly overcome the pain of losing their loved ones. In cases of serious injuries, in addition to support from the Thien Tam Fund and the Town Relief Fund, we also call on organizations to donate to support the victims' families."

Kinh Mon town is one of the localities that suffered heavy damage due to storm No. 3. In addition to damage to agriculture and infrastructure, 16 people were injured and 2 people died due to collapsed walls and blown-off roofs. During the storm and flood, localities transferred necessities of the provincial Fatherland Front such as rice, dry food, instant noodles, water, milk, dry food, cakes, life jackets, etc. to affected households. After that, they conducted an inventory of the damage, made a record and made a list of support requests. Most of the cases of heavy damage were promptly supported by the government, helping people to soon stabilize their lives and production.

Mobilizing multiple sources of support

In addition to funds from relief sources, localities have called on and mobilized their children in various places to support people who suffered damage.

Mr. Nguyen Khac Quyen, Party Secretary and Chairman of Minh Tan Ward People's Committee, said that storm No. 3 damaged many structures and properties in the ward, with total estimated damage of about 40 billion VND. Of which, 6 level 4 houses were damaged by over 70%, and many other structures were damaged by 15-20%. All cases were supported for repairs, ensuring that people had safe places to live.

“Some school buildings were damaged, affecting the quality of teaching and learning. The locality coordinated with Minh Tan Secondary School to call on the Minh Tan Association in Hanoi for support. Immediately after receiving the appeal letter, the association went directly to the locality to support repairing the roofs of the three library rooms and giving more backpacks to poor students of the school. The total support cost is about 200 million VND. This is a very meaningful work because waiting for funding from higher levels will affect the teaching and learning of the school,” said Mr. Quyen.

The town's Relief Fund has mobilized and received more than 3.7 billion VND from organizations and individuals to support people affected by the storm, of which 465 million VND was mobilized by the town, the rest was received from the provincial fund.

Immediately after receiving support instructions from the province, the Town Relief Mobilization Committee provided the first round of support to 89 poor, near-poor, and extremely disadvantaged households whose houses were damaged with an amount of more than 1.8 billion VND. In coordination with the Provincial Fatherland Front Committee's Movement Committee, 650 million VND was awarded to 7 families who suffered major damage to people and property. Of which, 3 households with deceased people (2 people in Kinh Mon and 1 Kinh Mon person who died in Quang Ninh) were supported with 150 million VND/household; 20 million VND for 1 household with seriously injured people and 3 households whose houses collapsed were supported with 60 million VND/household. The Town is continuing to review to provide the second round of support to the damaged households.

“In addition to the support funds from higher levels, wards and communes also mobilize children from their hometowns and philanthropists to donate and support people who suffered heavy losses due to the storm. Any source, no matter how small or large, shows the spirit of “mutual love and support” in difficult times,” said Ms. Tran Thi Trien, Vice Chairwoman of the Kinh Mon Town Fatherland Front Committee.
