Hai Duong Provincial People's Council held a special meeting to consider many important contents.

The meeting took place at the Eastern Cultural Center (Hai Duong City).

At this session, the Provincial People's Council reviewed the proposals for allocating local budget capital for the 5 years 2021-2025 and adjusting and allocating the state budget capital plan for 2024; issued a resolution of the Provincial People's Council on the List of public career services using the state budget in the field of science and technology; adjusted the budget estimates assigned to provincial budget units in 2024 and provided additional entrusted capital for the provincial branch of the Social Policy Bank...

Regarding the transport sector, the People's Council of Hai Duong province will consider the policy of changing the purpose of forest use to other purposes to implement the project of building a road connecting provincial road 398B (Hai Duong) with provincial road 345 (Quang Ninh) in Chi Linh city; adjusting the investment policy of the project of investing in building an interchange connecting national highway 17B with national highway 5, Hanoi-Hai Phong railway, Hai Duong province.

In particular, the project to build a road connecting provincial road 398B (Hai Duong) with provincial road 345 (Quang Ninh) had to temporarily stop construction due to problems in procedures to convert forest land area to other purposes.

The Provincial People's Council's consideration and approval of the resolution on changing forest use purposes at this session will contribute to removing obstacles for the project (implemented according to new regulations in the 2024 Land Law).

Regarding agriculture, the Provincial People's Council will consider amending the policy to support the development of concentrated agricultural production applying high technology and organic agriculture until 2025; regulating areas where livestock farming is not allowed in the inner city of cities, towns, townships, residential areas and support policies when relocating livestock farms out of areas where livestock farming is not allowed in the province.

At this session, the Standing Committee of the Hai Duong Provincial People's Council will submit to the Provincial People's Council for consideration and approval the adjustment of regulations on a number of regimes and expenditure levels for the activities of the People's Councils at all levels of Hai Duong province, term 2021-2026.
