People with outstanding qualities and abilities are given attention, priority in planning, training, fostering, and placement in leadership and management positions, even when streamlining the apparatus.

Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of organizational restructuring of the political system, issued by the Government on December 31, has specific provisions on policies to promote people with outstanding qualities and abilities.

According to the decree, cadres, civil servants, public employees, and contract workers in agencies, organizations, units, and armed forces who have outstanding qualities and abilities and have made especially excellent contributions to the agency, organization, or unit due to the reorganization of the apparatus and administrative units at all levels are entitled to enjoy the policy.

That is, the salary is increased by one level (the time of holding the new salary level is calculated according to the time of holding the old salary level) if the final salary level in the rank or position has not been assigned. The rate of cadres, civil servants and public employees whose salary is increased by one level shall not exceed 10% of the total number of cadres, civil servants and public employees whose salary is increased ahead of schedule due to outstanding achievements in the annual tasks of the agency, organization or unit according to regulations.

Receive bonuses based on outstanding achievements decided by the Head of the agency, organization, or unit from the bonus fund prescribed in Article 4 of Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulating the basic salary and bonus regime for cadres, civil servants, public employees, and armed forces.

Of which, a maximum of 50% of the bonus fund is reserved for rewarding cadres, civil servants and public employees with outstanding qualities and abilities, with particularly excellent achievements and with outstanding work achievements. The remaining bonus fund of the year is reserved for annual periodic rewards based on the results of evaluation and classification of work completion level.

People with outstanding qualities and abilities are also given priority by competent authorities in planning, training, fostering, and placement in leadership and management positions, even beyond their level, based on the results of the assessment of achievements, efficiency, and quality of cadres, civil servants, and public employees by the Party Committee and the head of the agency, organization, or unit where they work.

People with outstanding abilities and qualities enjoy policies to attract and promote talented people to work in administrative agencies and public service units if they meet the standards and conditions prescribed in other Government decrees.
